Duties * As the Safety and Occupational Health (SOH) Specialist with responsibility for planning, managing, and administering a comprehensive SOH program in accordance with all statutory and regulatory requirements and guidance. * Provides for the development and implementation of plans, policies, and procedures to sustain SOH programs. * Provides interpretation of technical and general/vague criteria to assist in the formulation of appropriate control measures. * Confers with design engineers during the development of design plans and specifications to prevent safety hazards during design. * Conducts accident/mishap investigations and serves as a technical advisor to determine contributing factors and establish corrective actions * Conduct analysis of mishap and injury statistical computations, making recommendations to top management officials as to the appropriate remedial action. * Plans and conducts surveys of facilities and operations to evaluate the effectiveness of safety standards and practices. * Serves as the technical Explosives Safety specialist supporting the implementation of a comprehensive Explosive Safety Management Program for all activities within the command. * Coordinates, plans, and provides oversight of safety surveys of all ammunition and explosive (A and E) storage facilities and operations Requirements Conditions of Employment * Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. * Incumbent will maintain proficiency and situational awareness in the areas of Homeland Defense and Defense Support of Civil Authorities. * Participation in the DOD/DA Immunization program to include live vaccinations as required by DOD/DA policy. * Position requires incumbent to obtain and maintain an Official US Passport. * This is a Career Program-12 position. Must have completed the Army Combat Readiness Center Career Program (CP-12) Safety and Occupational Health Level 1 certification and maintain through continuous education. * Explosives Safety Level 1 Certification and continuous education is required. The incumbent is required to complete Level 1 explosives certification within 12-months of employment. * Explosives Safety Level 2 Certification and continuous education is required. The incumbent is required to complete Level 2 explosives certification within 24-months of employment. * This is a Drug Testing Designated Position based on the duties performed. * Will be required to deploy within the NORTHCOM AOR on short notice (in under 24 hours). * Incumbent must comply with DoD Foreign Clearance Guide, US Northern Command, US Army North, and JTF's requirements for entry into and operations in country while on TDY and /or deployed * Work requires frequent onsite surveys with prolonged standing, walking crawling, climbing, bending, crouching, stretching, reaching and other physical movements. May include traverse through rough terrain. * Required to work nights, weekends, holidays and/or irregular duty hours commensurate with mission requirements. * Must be able to wear other personal protective equipment (PPE) or clothing such as boots, goggles, gloves, chemical mask and other safety equipment, as required. * As a pre-condition of employment, any and all incumbents of this position must pass a physical examination. Specialized Experience : One year of specialized experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities of Explosive Safety Management Programs, standard storage methods and hazard classifications for ammunition sufficient to minimize their potential for causing mishaps; Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses; and perform accident/mishap investigation, reporting and analysis to determine frequency and severity rates. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
