Duties * This position requires military membership in the Puerto Rico Army National Guard (PRARNG) * Selected applicant(s) will be required to complete an online Onboarding process. Requirements Conditions of Employment * This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement. * Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. * Selectee will be required to wear the military uniform. * Males born after 31 December 1959 must be registered for Selective Service. Participation in direct deposit is mandatory. * May be required to successfully complete a probationary period. * Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position. * Federal employment suitability as determined by a background investigation. Must obtain and maintain appropriated SECRET security clearance within a year of the appointment. * Excepted Civil Service Technicians are required to maintain a MOS/AFSC and military grade that is determined by the NGB to be compatible with the assigned technician position. * Incumbent must be cleared IAW requirements of AR 190-11 (Physical Security of Arms, Ammunition, and Explosives), and must pass a local and national law enforcement files check. * Incumbent must meet the requirements of FORSCOM Reg 700-4 (Training and Certification Program for personnel working in ammunition operations) as well as the training requirements of FORSCOM Reg 350-10 to become ammunition certified. * Incumbent must graduate from the 80-hour HAZMAT Certification course. * Must possess and maintain a valid PR State driver's license to operate government motor vehicle in accordance with Service specific Vehicle Operations Directives. * This position is subject to the Lautenberg amendment to the gun control act of 1968 which makes it a felony for anyone who has been convicted of a misdemeanor crime of domestic violence to ship, transport, possess, or receive firearms or ammunition. * This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. * Continued employment in this position is contingent upon successful completion of the physical examination and periodic medical evaluation thereafter. * Loss of military membership will result in immediate loss of your full-time military technician position. * Participation in direct deposit is mandatory. Qualifications IMPORTANT INFORMATION: This position requires military membership in the Puerto Rico Army National Guard (PRARNG). If the MBR certification is not submitted, or you do not meet the requirements to be a member of the PRARNG, your application will not be screened. DUTIES: As a AMMUNITION AND EXPLOSIVE HANDLER (D2278000), WG-6501-7, you will perform the handling, storage, examining, transporting, and identifying of ammunition and explosives to detect defects, serviceability, deterioration, and compliance with all ammunition and explosives regulations, acceptable standards, specifications, or contractual requirements, as well as policy and procedures. PHYSICAL DEMANDS: Performs work on hard surfaces and in areas that require standing, stooping, bending, and working in tiring, and uncomfortable positions. Incumbent frequently lifts and carries munitions, equipment and packed containers that weigh 45 pounds or more. WORKING ENVIRONMENT: Work is performed indoors and outdoors in areas which may be hot, cold, damp, drafty or poorly lighted. Work areas are visually well-lighted, ventilated and some are climate controlled (heated-cooled). Workers are required to stand on floors of concrete, metal, or conductive compositions. They are required to wear safety shoes, eye and hearing protection, occasionally wear protective clothing including gas mask, respirator, butyl rubber gloves and aprons, cotton caps, and coveralls. They are regularly subjected to dirt, noise, fumes, industrial chemicals, and variations of weather and extremes of heat and cold. They are regularly exposed to all types of explosives, propellants, pyrotechnic items and compounds and other irritants, i.e., nitroglycerin, trinitrotoluene (TNT), white phosphorous, red phosphorous, chlorobenzalmalononitrile (CS), cyanide (CN) and preservative compounds like pentachlorophenol (PCP), PA and PB. Adheres at all times to fire, safety and security regulations within assigned areas. Regularly exposed to the possibility of cuts, scrapes, bruises, abrasions, falls and injury from falling stock. Subject to exposure of explosive hazards and chemical fumes. Incumbent will work within an arc that has been identified as a plausible critical blast radius. Incumbent will be exposed to the possibility of explosion and flash fire. SPECIALIZED EXPERIENCE: Applicantmust possess at least TWELVE (12) months of specialized experience performing or supervising duties such as performing Ammunition Inspections pertaining to the receipt, classification, storage, issue and shipment; detecting hazardous or nonstandard conditions of ammunition and explosive items by visual examination or by use of test equipment; receiving shipments of all types of ammunition; ensuring commercial carrier has been inspected; verifying quantity of containers for accuracy of nomenclature, stock and lot numbers against shipping documents and signs for shipments; counting each item received and inspecting for serviceability; classifying material to assure compatibility of explosive items; studying new materials; assuring that off-post shipments of ammunition by commercial carriers are in accordance with ammunition policies and procedures and in compliance with Interstate Commerce Commission (ICC) and DoD regulations; assuring that ammunition is managed by class; taking appropriate steps in the disposition of Ammunition; ensuring all shipments meet Department of Transportation (DOT) regulations; marking defective ammunition as prohibited for issue; ensuring that safety and storage requirements are properly observed; preparing condition reports on all bad ammunition, suspended lots, etc; performing quality monitoring of maintenance operations, area inspections magazine storage inspections and basic load inspections.
