Duties * You will serve as the Fire Safety Officer (FSO) and be responsible for the development, planning, and execution of SWRMC's Shipboard Fire Safety and Response Program and Fire Response Plan. * You will ensure compliance with contractual requirements, NAVSEA Standard Items, SWRMC Local Standard Items, Navy Instructions, and OSHA laws and regulations. * You will review Ship's Force (SF), Lead Maintenance Activities, and contractor work affecting damage control and fire response systems and capabilities; resolve conflicts and disapprove actions to maintain adequate fire safety conditions. * You will conduct unplanned event/mishap investigations on shipboard fire related incidents and completes a detailed report that will be provided to the Safety Manager. * You will identify hazardous conditions created by proposed actions, disapproving actions (as necessary) to maintain fire safety, utilizing sound risk assessment technics. * You will ensure contractors comply with contractual requirements such as NAVSEA Standard Items and SWRMC Local Standard Items. Non-conformance that warrant government corrective action is documented via Corrective Action Request (CAR). * You will provide safety guidance to employees performing a range of duties at SWRMC to ensure command-wide compliance with occupational safety and health laws and regulations promulgated by federal, state and local government entities. * You will manage specialized programs such as: Respiratory Protection Program, Fall Protection Program, Ergonomics Program, Fire Warden, Traffic Safety, Medical Surveillance, Energy Control Program, and Recreational Off-Duty Safety. * You will oversee the management of and ensuring that occupational safety and health reports and data are compiled and submitted in a timely manner. * You will conduct annual reviews of assigned Environmental, Safety, and Health (ESH) programs to include the review of standard operations procedures and instructions. * You will conduct and document ESH inspections as required by Navy policy and as determined by the Safety Manager. Inspections are conducted in industrial and nonindustrial settings (e.g., office spaces, production areas, shipboard, piers/wharfs). Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. * You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift. * This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. * This position requires the ability to work onboard ships. * This position requires the ability to climb ladders and/or scaffolding. * This position requires the ability to work in small and/or confined spaces. * This position requires the employee to obtain and maintain the qualifications to be a qualified Fire Safety Officer (FSO) within eight (8) months of assignment (see additional information). Qualifications For the GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector analyzing and evaluating requirements for a fire safety management program to plan investigations and resolve fire hazards to ensure the safety, compliance, and damage control of fire related incidents for ship repair operations. For the GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector identifying shipboard hazards for a fire safety management program to detect potential risks and report issues to ensure the safety, compliance, and damage control of fire related incidents for ship repair operations. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: For the GS-11: Successful completion of a Ph.D. or equivalent doctoral degree in safety or occupational health fields (safety, occupational health, industrial hygiene) or a degree in other related fields that included or was supplemented by at least 24 semester hours of study form among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology; OR Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree in safety or occupational health fields (safety, occupational health, industrial hygiene) or a degree in other related fields that included or was supplemented by at least 24 semester hours of study form among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Successful completion of an LL.M. degree that is related to the position being filled.
