PROGRAM ANALYST

Summary You will serve as a PROGRAM ANALYST (SIC RPD) in the Asset Management Department of COMMANDER NAVY REGION HAWAII. Duties * You will analyze plans, projects, or programs to determine if resources are adequate. * You will advise an organization on cost review analysis, studies, and projects. * You will analyze project operations to identify discrepancies impacting project completion (e.g., budget, schedules, tasks). * You will negotiate recommendations involving resources or changes to projects or programs. * You will conduct briefings to recommend improvement of program operations or objectives. * You will document program process improvement initiatives on assigned programs. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Managing and/or directing the development of long range, intermediate, and short term program plans for shore infrastructure(to include facilities, utilities, real property, and/or real estate) and assigned programs; 2) Analyzing program data to present recommendations for resource allocation and prioritization guidance for facility and utility infrastructure and land use requirements; 3) Creating budgets and financial execution plans for assigned programs to ensure accuracy and accountability of execution; 4) Evaluating complex and conflicting program requirements and priorities to propose innovative solutions to align mission requirements and infrastructure support in accordance with CNIC/Regional and NAVFAC shore installation programs; and 5) Developing and/or presenting recommendations and reports (both orally and written) in a clear and concise manner to senior leadership and various stakeholders.
