Overview: The responsibilities of the Logistics, Inventory and Facilities Specialist (LIF) involve serving as the point person for the program's logistics and facilities implementation, ensuring the success of the facility maintenance, improvements, and refurbishments. In addition, the LIF will handle the continual management of the logistics involved with running the facility's upgrades and manage the program's inventory and maintenance components, ensuring that equipment and assets, including non-lethal ammunition for training, procured by the contractor are safely and professionally managed and secured. The LIF will design and administer an inventory control plan. The LIF will prepare schedules and plans for incoming and stored equipment and will utilize a records system/database to effectively and securely track in stock and distributed inventory, including of non-lethal ammunition. Any candidates for this position will be reviewed and approved by INL Haiti staff before deployment. This position is contingent upon contract award. Primary Responsibilities: * The LIF will coordinate with the Project Manager to ensure compliance with all contract requirements, working in close coordination with INL and Embassy Port-au-Prince, especially in interactions involving planning and other managerial issues.
* Serve as a subject matter expert the feasibility and effectiveness of proposed infrastructure, logistics, and inventory plans in the Haitian context and identify the resources required to implement these options.
* Understand how to operate in foreign environments with legal systems different from that of the United States and be able to advise on how to implement new policies and practices. * Coordinate with the U.S. Embassy Port-au-Prince via the Program Manager on clarification on legal issues that are specific to Haiti. The LIF must be available to travel frequently throughout Haiti, including to locations outside of Port-au-Prince.
Supervisory Responsibilities: Supervise local national staff as required Education and/or Experience: * Minimum five (5) years' experience working in facility maintenance and inventory management in an international setting including demonstrated supervisory or lead inventory specialist level experience in difficult to operate environments;
* Minimum three (3) years' experience with deploying infrastructure/inventory management projects, in an international setting, preferably in the Caribbean or Latin America;
* Must have experience as an armorer OR administering and managing inventory control of ammunition, preferably in an international setting;
* Demonstrated experience coordinating and conducting successful programs in foreign languages, possibly using simultaneous interpretation;
* Provide subject matter expertise in planning, design, technical assistance, and implementation of facilities support and inventory management control;
* Provide management expertise in specialized field of expertise, as well as functional and technical expertise to lead complex, large projects to deliver client solutions and/or manage operations of multiple projects;
* Demonstrated expertise and ability to solve complex and unusual managerial issues while exercising independent judgment;
* Ability to work effectively under pressure within short time constraints, and during times of rapidly developing events;
* U.S. citizen or dual citizen;
* No negative prior experience working with INL, and never removed from any USG mission or civilian policing activity;
* Excellent interpersonal and written and oral communication skills; proficient in Microsoft Word, PowerPoint, and Excel;
* Speaks, reads, and writes in fluent English.
