FINANCIAL MANAGEMENT ANAYLYST with Security Clearance

Duties * You will formulate budgets and budget estimates to support plans, programs, and activities; to include presenting and defending budget estimates before authorities. * You will review and evaluate budget requests, control and reporting of obligations and expenditures. * You will develop, determine and interpret budgetary policies and practices. * You will analyze and recommend costs and benefits of alternative methods of alternative methods of financial management of the organization's programs and administrative operations. * You will implement legal and regulatory controls over approved budgets. * You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities. * You will monitor and reconcile current and/or prior year financial data within various financial management systems. * You will use mandated financial systems for budget formulation and annual execution monitoring to accomplish budgeting and execution assignments. * You will perform budget formulation and justification involving the preparation of detailed analyses of annual and/or multi-year budget estimates into a consolidated, executable budget request. * You will analyze budget execution against budget controls and provide recommendations for current and future funding requirements. * You will analyze data from various financial reports and identify trends in the use of funds in order to facilitate adjustments in spending. * You will use mandated financial systems for budget formulation and annual execution monitoring to accomplish budgeting and execution assignments. * You will continuously monitor and reconcile current and/or prior year financial data within various financial management systems. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area XXXX level XX within 12 months of appointment. * This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. * This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. Qualifications GS - 12 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS - 11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: * Experience analyzing budget execution against budget controls and provide recommendations for current and future funding requirements. * Experience analyzing, reasoning, and applying skill to the identification, analysis and conceptualization of budgetary problems, and development of alternative solutions. * Experience with budgetary policies, precedents, procedures and regulations. * Experience with administrative and financial management systems. * Experience identifying, analyzing and resolving a range of budgetary problems such as development of alternative methods of funding. * Experience formulating budget estimates for programs in which funding requirements have changed significantly. GS - 11 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS - 09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: * Experience with and understanding of budgetary policies, precedents, procedures, and regulations. * Experience with administrative and financial management systems. * Experience identifying, analyzing and resolving a range of budgetary problems. * Experience analyzing data from various financial reports and identifying trends in the use of funds in order to facilitate adjustments and spending. * Experience with and knowledge of policies, precedents, goals objectives, regulations, and guidelines of functional areas.
