Duties * Serves as the primary point of contact for the District in responding to media and public inquiries. * Oversees the design and content of the POA command website as the primary media to communicate internally and externally. * Develops, implements and evaluates District Strategic Communication Plan and Speakers Bureau program as well as conducts a public information program. * Establishes and maintains relationships and a communications network with counterparts of trade and mainstream journalists resulting in consistently balanced and accurate coverage of Corps activities * Writes news releases, feature stories, fact sheets, radio and television spots, speeches, and briefings that effectively transmit information of the activity of the District. * Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work. Requirements Conditions of Employment * Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. * This position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively. * This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time. * This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed. Minimum Qualification Specialized Experience: One year of specialized experience which includes: 1) experience writing a variety of articles, news releases and speeches to convey information and clarify programs and activities to the general public; 2) making oral presentations to local civilian groups and military organizations; and 3) communicating with various groups and representatives of the print and broadcast media. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
