Duties This position is being filled under DoD Modified Direct Hire Authority, Section 1109; PL, 116-92, dated 12/20/2019. As a CONTRACT SPECIALIST at the GS-1102-13 some of your typical work assignments may include: * Advises technical representatives RAMO members to include Management and Program Analysts, Action Officers, Program Managers, and Requiring Individuals across J7 on anticipated procurement requirements. * Analyzes the effects of industrial developments, seasonal price trends, economic factors affecting supply, transportation costs, and availability of storage facilities on agency requirements * Monitors, tracks, and conducts overall surveillance of services performed under assigned contracts or orders. * Provides advice, guidance, interpretation, and training to J7 personnel on Federal/DoD procurement regulations policies and processes. * Develops or utilizes existing DoD data systems, and maintains systems to evaluate and monitor contractual performance related to such areas as delivery, cost, amount of progress or advance payments, effective use of government furnished property (GFP), scheduling and usage of facilities and management of issues/difficulties. Incumbent will be required to sign a written tenure agreement to remain, for a minimum of three years, in the Federal Service in the Critical Acquisition Position. * Position may require frequent overtime/compensatory and cyclical work cycles with work over holiday periods and weekends * Security_ Employee must obtain/maintain a Non-Critical Sensitive (Secret) security clearance * Drug Testing Designated Position - Yes Qualifications You may qualify at the GS-13 , if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below: * Applies engineering and manufacturing processes, business practices, sources of supply, and market conditions to assist technical specialists in the preparation of statements of work to plan appropriate procurement strategies and provide advice and guidance in assigned area(s) of responsibility; * Utilizes Federal, DoD contract administration principles, polices, regulations, practices, and procedures for contracts with technical specifications and special contract provisions to administer contracts such as fixed-price with predetermination provisions, cost reimbursements, or contracts with incentives provisions; * Utilizes government / DoD contract termination concepts. procedures, and precedents, the intent of specific contract provisions, cost and price techniques, and industry practices to evaluate contractor claims or settlement proposals using technical and financial reports, and to execute settlement agreements relating to contract termination or claims problems, partial payments, claims, unsettled change proposals, and subcontract problems; * Applies Federal/DoD regulations and requirements governing cost accounting practices, the principles and techniques of economic, statistical, accounting, and financial analysis, cost and price analysis principles, procedures, and techniques. and business and industry principles, procedures and techniques, and reviews performed by auditors or technical specialists, to analyze/ evaluate price and/or cost data for a variety of pre- award and/or postcard procurement actions and provide advice and recommendations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1102, series as listed below: A. A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. AND B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the bachelor's degree or in addition to the degree.) NOTE: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000, are also exempt from meeting this requirement.
