Duties * Defends PEO/PM financial programs to ensure approval by higher headquarters. * Plans work to be accomplished, providing overall goals and objectives. * Assigns work based on priorities and employees technical expertise. Evaluates completed work. Makes formal appraisal of work, giving advice and counsel to employees as required. * Formulate program management policies and procedures, and provide technical direction and assistance to supporting installations. * Develop and implement performance metrics to ensure success of meeting the objectives and closing the gaps of the audit readiness strategic initiative, in coordination with all ASA(ALT) AND HQDA stakeholders. * Develop new programs and direct the execution of established programs for the development, procurement, production, product assurance, supply and maintenance of assigned systems. * Develop, maintain, and coordinate a responsive financial management program to assure availability of resources to meet established milestones and events for development and fielding of system(s), to include budget requests,. * Develop, maintain, and coordinate program execution and monitoring, baseline cost estimate, operations research and other analytical studies, workflow, management, and procedural analysis studies. * Tasks participating and supporting organizations with program and budget planning and reporting actions by developing and disseminating requirements, methods, justification strategies, and reporting cycle. Requirements Conditions of Employment * Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. * Must be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment. * This is an Army Acquisition, Logistics and Technology Workforce position. * Selectee must meet position requirements for Advanced certification in (K) Business - Financial Management within 24 months as of entrance on duty. * Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in the position for at least three years. * This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. * One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement. * Level 3 Financial Management Certification. * 15% Business Travel. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 or (GS-13) equivalent.
