Duties THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION The primary purpose of the SUPERVISORY AIR TRAFFIC CONTROL SPECIALIST (TERMINAL), GS-2152-13, is to manage and direct Air Traffic Control (ATC) tower and radar approach control (RAPCON) functions. The scope of which includes all manpower, organizations, management, and training activities; provides oversight for the appropriation and use of resources, financial issues, and equipment for ATC operations. * Interprets higher headquarters and Federal Aviation Administration (FAA) policy statements and provides specific guidance for ATC personnel. Determines effect and makes recommendations on such issues as policy statements or proposed rules changes presented by higher headquarters or FAA. Services as expert counsel on trends, planning and developments in the National Airspace System (NAS) to ensure operational preparedness. * Develops and negotiates written agreements and other matters pertaining to facility operation with management members of FAA facilities, the local airport, and military units. Formulates noise abatement procedures and serves as community focal point concerning noise abatement proposals and procedures. Analyzes and verifies data supporting Airbase Installation Compatibility Use Zone (AICUZ) program requirements and services as operational coordinator regarding AICUZ issues to Environmental Engineering. * Ensures ATC services and ATC equipment are provided at optimum operational levels. Coordinates with the FAA Airways Facility Sector Manager to ensure proper operation and continuity of service of FAA owned equipment at the facility. This function is responsible for maintenance of all electronic, electro-mechanical, mechanical, communication, weather, and radar equipment assigned these facilities. Maintains technical and administrative skills relevant to ATC to ensure effective and efficient operation of facilities in accordance with FAA, US Air Force (USAF), Air National Guard (ANG), and Department of Defense (DoD) regulations and directives. * Determines staffing requirements, temporary or otherwise, and directs acquisition measures. Appraises and selects candidates for employment. Renders advice, counsel, and instruction to employees. Evaluates job performances, writes appraisals, and directs remedial measures to correct discrepancies. Assesses and authorizes personnel actions, disciplinary measures, and policy changes. Makes determinations on grievances unresolved by subordinates. Originates and implements facility training agenda, specifies evaluation standards, and ensures compliance with USAF/ANG regulations. Determines standards and evaluation criterion regarding individual employee performance. The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force. Must possess a current and valid FAA class II medical certificate prior to appointment. The maximum entry age for original entry into an identified ATC position is 36. An individual not appointed by the last day of the month in which the individual becomes age 36 will not be appointed or assigned to an ATC position. Individuals past the maximum entry age limit of 36 but who previously served in covered positions may be reinstated to a covered position only if they: * Meet the qualification requirements for the position. * Have received ATC Specialist Certification according to Federal Aviation Administration (FAA) standards. * Have been qualified and facility-certified in a DoD or FAA ATC Facility. * Will be able to complete a total of 20 years of covered service as an ATC by the last day of the month in which you become age 56. Qualifications SUPERVISORY AIR TRAFFIC CONTROL SPECIALIST (TERMINAL), GS-2152-13: Must have at least one year of specialized experience, equivalent to at least the GS-11 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: Experience as a full performance level air traffic controller certified in both tower and radar facilities; Possesses ATC facility management experience; Possesses extensive knowledge of air traffic control rules and regulations; Experience issuing control instructions and advice to pilots in the vicinity of airports to assure proper separation of aircraft and to expedite their safe and efficient movement; Experience planning and directing on a multi-year basis, tasks to be performed by ATC personnel; Experience determining priorities, assigns tasks, and delegates responsibilities to the shift supervisors; Developing and negotiating written agreements and other matters pertaining to facility operation with management members of FAA facilities, the local airport, and military units; Experience ensuring ATC services and ATC equipment are provided at optimum operational levels; Experience evaluating unusual requirements, formulates solutions, and directs development of instruments approach or departure procedures to accommodate local needs.
