Duties * You will implement, execute and evaluate information system security and cybersecurity programs in accordance with National, Depart of Defense (DoD), Department of Navy (DoN), and NSWC PHD directives, policies and practices. * You will serve as a cybersecurity Subject Matter Expert (SME) while supporting internal audits and compliance inspections of Special Access Program (SAP) and Sensitive Compartmented Information (SCI) security programs. * You will coordinate with the Special Security Information System Security Manager (ISSM) to identify, implement, and plan support for Information Technology requirements and enterprise architecture as required by regulations and policy * You will design, develop, and maintain programs, databases, and websites, under DoD guidelines. * You will lead information system Assess and Authorization projects and meet authorization standards for new systems and maintains accreditation for systems awarded Authority to Operate (ATO) designations. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area System Security Analyst, level Intermediate within 12 months of appointment. * Successful completion of a pre-employment drug test (including marijuana) is required. You will be subject to random testing. * You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift. * This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Qualifications Your resume must demonstrate one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: reviewing certification and accreditation documentation to ensure compliance with accreditation process; supporting internal audits; execute Risk Management Framework (RMF); design, develop, test, feild, and maintain date structures and network architecture. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: managing or monitoring information systems or network security in support of an organization's mission; utilizing knowledge related to Special Access Programs (SAP) and IT security to resolve inquires. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: providing guidance or recommendations on corrective actions to identify procedural or systems deficiencies; interact collaboratively with others and to be able to negotiate and resolve complex issues associated with cyber security and Risk Management Framework (RMF). 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to experience demonstrating the four competencies above, your resume must demonstrate at least one year of specialized experience equivalent to the next lower band level NT-03 (GS-09/10 equivalent) in the federal service or equivalent experience in the private or public sector developing and implementing Information Technology cyber security procedures, regulations and policies for the administration or operation of system networks to ensure accreditation and compliance in accordance with established guidelines (e.g. Risk Management Framework). Education The following education may be substituted for specialized experience: Successful completion of a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks; OR Successful completion of three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Additional information Salary Information: Keyport, WA: $69,955 - $119,760 Port Hueneme, CA: $72,827 - $124,677 This position is covered by the Department of Defense Priority Placement Program.
