Bennett Aerospace, Inc., a subsidiary of Three Saints Bay, LLC, and a Federal Government Contractor industry leader, is seeking a Committee on Foreign Investment in the United States (CFIUS) Analyst Position Responsibilities: * Execute CFIUS functions for ASA(ALT) IB Directorate who serves as the Army's lead supporting OSD GIES on the committee. * Review, analyze and coordinate with key Army stakeholders (e.g. DA staff elements, Army Materiel Command (AMC), AFC, PEOs etc.) on all CFIUS and Mergers and Acquisitions (M&A) cases. This is to identify the impact(s) the transactions have on national security and the Army IB. * Prepare and submit to OASA(ALT) IB (for management approval) the formal Army response two days prior to the official submission to OSD GIES no later than (NLT) twenty-one (21) calendar days upon receipt of a new case. * Ensure appropriate Army stakeholders receive pertinent case information and coordinate with affected parties to complete a thorough Army review within the OSD GIES 21-day mandate. * Ensure affected stakeholders provide requisite information regarding Army equities, including risks in the areas of cybersecurity, critical technologies, supply assurance, military applications and co-location and/or proximity with Army installations and maneuver areas. * Evaluate input received from stakeholders, examine and investigate national security concerns/issues. * Draft the Risk Based Analysis (RBA) for Army cases of concern and adjudicate all comments received from the committee favorably during the National Security investigation phase. * V erify responses against the case filing to ensure no incorrect information is provided in a component's input that conflicts with the filing. P * Provide response to requests for information from OSD and other DoD agencies as required. * Mediate with the Army stakeholders to arrive at a consensus if responses conflict. * Monitor and coordinate past CFIUS or M&A transactions with Army SMEs to determine impacts on specific capabilities or programs as required. * Review and approve new proposals/options consequential to mitigation used to mediate past CFIUS Cases. * Participate in reviews of CFIUS policy and/or regulations. * Participate in DoD and Army Working Groups. * Coordinate meetings with stakeholders (DA G-2X, DAG-34, DAG-8, PEO/PMs, AMC etc...) to collectively discuss risks and mitigations for problematic cases. * Use various analytical tools to conduct risk analysis across companies (financial health, supply chain, market share and cyber) sectors. * Track, record and update detailed metrics for all cases in order to maintain trend analysis for the Army annual CFIUS report. * Responsible for addressing all questions from OSD and committee members regarding the Army position and assisting OSD legal in mitigating Army concerns and equities after responses have been submitted. Additionally, monitor successfully mitigated cases from prior years and support select site visits. * Identify possible mitigation measures to offset risks if threats are identified (including vulnerabilities and consequences relating to Army programs, projects or equities). Army equities include but are not limited to: (Programs, R&D efforts, Infrastructure, Contracts and Critical Technologies). * Attend meetings at the DoT and OSD as required. * Coordinate co-location analyses with Army G-34, Army G-2X, and AMC in cases involving countries of concern. This includes mitigating any threats identified to critical Technologies and infrastructure. * G enerate corporate Smartsheet's as required to support Army Senior Leader Eng agements. Position Requirements • Bachelor's degree in science or related field plus ten (10) years of experience, or Master's degree in one of these areas: Political Science, Public Policy, Finance, Economics, National Security or related Business field plus, ten (10) years of experience. Degree in Business, Finance, Economics or National Security is preferred; experience in intelligence or analytics is also preferred. • DAWIA Level II Program Management (desired). • Excellent analytical skills with proven experience managing multiple cases, projects or files. • Preferred one (1) year recent/relevant experience demonstrating a firm understanding of Defense Technology Security Agency policies and procedures. • Experience tracking edits, additions, evidence, regulatory findings and assessments from multiple stakeholders and presenting identified risk to senior officials. • Preferred prior experience working in and/or managing any CFIUS functions (e.g., Case Management, Mitigations, Monitoring etc...).
