Description:

The Agency of Digital Services on behalf of the Department of Labor (DOL) is seeking skilled support for two workstreams supporting the modernization efforts underway. The current environment includes a number of out-of-date applications that need to be documented and updated to continue stable operations for the Department while a broader modernization effort is underway. This includes the migration of the existing on-site datacentre to a hybrid cloud environment.

Note: The State is seeking resources to assist in the migration of the data center and its decommissioning. While database administration is one component of the work, application discovery and server upgrades/migration planning skills are even more desirable for the work at hand. Please submit new resources and costs if you have resources with skills in those area. We expect some relevant experience would include development/updating/upgrading of legacy applications, application discovery, server migration (physical to virtual and virtual to virtual), and domain consolidation work.


Responsibilities:

Discovery and Migration Support

The goal of this workstream is to help the existing State team migrate the current on-prem data center to the State’s hybrid cloud environment.

The focus of the resource assigned to this workstream will be to provide:

Discovery services. The resource will review existing applications and servers and document tasks and configurations required for successful migration, and developing process that can be repeated by other team members.

Coaching. The existing State team responsible for these apps and servers will continue to participate in discovery work but needs to skill up in efficient approaches to discovery.

Migration plan review. The State team is working on migration plans including domain collapse and post-migration management approaches. The resource will review existing plans and recommend updates that will reduce risk while still meeting the timeline.

Technology recommendations. The State team is looking for recommendations for tools and process to support discovery. This includes, but is not limited to, recommended future technology offerings for legacy systems based on documented need and business process.

Deliverables

Documentation. Servers, apps, and migration steps will be documented according to templates developed by the State.

Status reports. Weekly status reports will be provided to the project manager.

Updates to Azure DevOps. The State is managing tasks in Azure DevOps.

The resource will be responsible for updates for tasks they are assigned.


Production Support

The goal of this workstream is to provide support for production applications in use by the Department of Labor alongside the existing state team.

The focus of the resource assigned to this workstream will be to provide.

Support of existing .NET applications and SQL databases.

Minor enhancements to these applications, including in support of the migration work taking place under the other workstream.

Improve documentation, including current and future state documentation, standard operating procedures, and other documentation as required, according to State templates.


Required Skills:

Experience and expert knowledge in data center migration and domain collapse.

Expert knowledge of system analysis and documentation, including database and client server architecture.

Knowledge of security best practices in legacy environments.

Experience in agile-based migrations.

Experience in technical writing.

Experience and expert knowledge in .NET client server architectures.

Experience in database management, report authorship, and ETL development.

Knowledge of security best practices in legacy environments.

Experience in a Kanban-style production support environment.
