Texas Water Development Board Job PostingSalary Ranges: Manager II: $6,701.75/month - $7,155.75/month Manager III: $7,156.00/month - $7,666.67/monthThe Texas Water Development Board (TWDB) offers a competitive compensation and benefits package including medical, dental, vision, 401(k), flexible spending, and flexible work alternatives so you can have a work/life balance For more information about these benefits and more visit: TWDB Benefits.Veterans, Reservists or Guardsmen with an MOS or additional duties that fall in the fields of SEI15 Enterprise Policy, Planning, Budget, and Management, 0203 Ground Intelligence Officer, 86M0 Operations Management, or other related fields pertaining to the minimum experience requirements may meet the minimum qualifications for this position and are highly encouraged to apply.General DescriptionPerforms moderately complex to complex (journey-level) work administering the daily operations and activities of the Texas Water Development Boards Agricultural Water Conservation Department.Essential Job FunctionsProvides effective leadership and management of the Agricultural Water Conservation Department.Manages activities related to irrigation water use and agricultural water conservation grants.Coordinates with other offices and stakeholders regarding the administration of the Agricultural Water Conservation Fund.Conducts outreach for, participates in meetings with, and provides technical assistance to internal and external stakeholders.Assists with preparing and writing technical reports including regular updates to TWDB published reports on irrigation water use and agricultural water conservation trends in Texas.Manages all project activities within the Agricultural Water Conservation Department providing technical direction and guidance.Authorizes hiring, separations, disciplinary actions and employee performance rewards.Maintains required certifications and licenses and meets the continuing education needs and requirements of the position.Performs other duties as assigned.QualificationsMinimum Qualifications: Graduation from an accredited four-year college or university with a bachelors degree in Engineering, Agriculture, Water Resources, Natural or Environmental Sciences, Planning, Public Affairs, or a related field. Work experience: Manager II: Two years of personnel management AND five years of relevant experience leading projects or teams in the program areas of agricultural water conservation, irrigation water use, and agricultural best management practices. Manager III: Three years of personnel management AND seven years of relevant experience leading projects or teams in the program areas of agricultural water conservation, irrigation water use, and agricultural best management practices. Two years of experience in communicating, writing, and presenting concepts related to agricultural water conservation. Previous experience with stakeholder engagement. Relevant education and experience can be substituted for each other on a year-for-year basis.Preferred Qualifications: Graduate degree from an accredited four-year college or university with a masters or doctorate degree in Engineering, Agriculture, Water Resources, Natural or Environmental Sciences, Planning, Public Affairs, or related field. Experience with the TWDBs Agricultural Water Conservation programs. Knowledge of agriculture, irrigation water use, and agricultural water conservation best management practices. Knowledge of production irrigated agriculture, irrigation systems, evapotranspiration, and crop water use. Two years of experience managing groups of three or four staff. Two years of e
