Position Overview:

We are seeking a dedicated Environmental Regulatory Manager to support electric transmission permitting projects in Virginia and North Carolina. This full-time role involves coordinating with project managers and external consultants to ensure compliance with environmental regulations, obtaining necessary permits, and maintaining quality control throughout the permitting process. The position is based in Richmond, VA, with occasional travel to project sites.


Key Responsibilities:

  • Project Coordination: Collaborate with project managers to understand project scopes and determine necessary environmental permits.
  • Permitting: Identify and secure environmental permits for electric transmission projects, focusing on regulations such as CWA Section 404/401, ESA Section 7, NHPA Section 106, and state-specific programs for erosion, sediment control, and stormwater management.
  • Compliance: Communicate environmental compliance requirements to project teams and field personnel, providing technical assistance as needed.
  • Agency Interaction: Liaise with regulatory agencies, negotiate permit conditions, represent the client during inspections, and handle regulatory meetings.
  • Vendor Management: Direct and oversee external consultants, including preparing scopes of work, permit applications, and supporting materials, while ensuring timely and high-quality deliverables.
  • Policy Adherence: Follow environmental policies, safety rules, and work practices.


Required Skills and Experience:

  • Experience: Minimum of 5 years in environmental permitting, particularly for projects impacting land and water.
  • Permitting Expertise: Strong background in obtaining permits related to wetlands, endangered species, cultural resources, erosion, sediment control, and stormwater management.
  • Regulatory Knowledge: Experience working with regulatory agencies or representing organizations in regulatory matters.
  • Project Management: Ability to manage multiple projects and coordinate with various project managers.
  • Communication: Excellent written and oral communication skills, with the ability to effectively convey permitting requirements and compliance issues.
  • Interpersonal Skills: Strong collaborative and interpersonal abilities.


### Preferred Qualifications:

  • Utility Experience: Familiarity with environmental permitting for linear utilities (gas, electric, water, or sewer).
  • Environmental Justice: Knowledge of environmental justice issues.
  • Field Skills: Ability to work outdoors in varying weather conditions.
  • Licensing: Valid driver’s license or ability to obtain one.
  • Background Check: Willingness to undergo a background check.
