Blue Sky Innovative Solutions is seeking IT Program Manager with a strong technical background, broad knowledge of healthcare program management, and hands-on experience managing multiple Health IT initiatives to support the programs of our local government customers.


LOCATION: Largo, MD (Hybrid in the office), at minimum two days onsite


SUPERVISORY RESPONSIBILITY

Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.


POSITION DESCRIPTION – The IT Program Manager provides ongoing support for County Government client.


PERIOD OF PERFORMANCE – July 1, 2024 – June 30, 2026, with option to extend


ESSENTIAL FUNCTIONS, DUTIES, AND RESPONSIBILITIES

  • Partner with the IT Director to deliver the envisioned Enterprise Architecture.
  • Help drive transformation efforts, facilitate alignment across the department and the Office of Information Technology.
  • Assist with documenting the technology strategy for the department ensuring alignment to the Department's Mission, Vision, goals and objective.
  • Assist in managing multiple Health IT initiatives to support the programs.
  • Help stand up the Health IT Program Office.
  • Evolve and standardize Project Management capabilities, tracking of project delivery and Change Management.
  • Lead the Department's governance efforts interfacing with the beneficiary programs.
  • Assist the Director of IT with the coordination of the Health Department's IT efforts and support needs.


MINIMUM QUALIFICATIONS

  • Bachelor of Science degree in IT or any IT related field.
  • 10+ years' experience in Technology Leadership with a proven record in driving significant transformation including Enterprise Architecture to align with business needs.
  • Strong understanding of current and emerging technology trends and their application in modernizing large organization with complex silo systems.
  • Experience with Government consulting in a healthcare environment.
  • Strong business partnership skills including ability to collaborate with senior management across technology departments and various business executives.
  • Experience working on Federal, Local or State Government projects.
  • Innovative, creative, solution-oriented leader that fosters team environment of curiosity, camaraderie, and continuous improvement.
  • Demonstrated experience in building technology solutions in regulated environment such as healthcare or government.
  • Solid knowledge and practice of ITIL, ISO 20000, Sis Sigma, ISO 2700 series, HITRUST, FISMA etc.
  • Solid knowledge of HIPAA Security standards and compliance.
  • Effective communication and leadership skills.
  • Desirable experience with the OCHIN-Epic Environment or at minimum, highly recognized EHR system and architecture.

HOURS OF OPERATION

The worksite location will be performed predominantly at the Government offices during core business hours of 8:00 a.m. – 6:00 p.m., Monday through Friday on a regular 40 hour per week schedule unless otherwise required by the Manager.


PHYSICAL, MENTAL, AND ENVIRONMENTAL CONDITIONS

Must have the use of sensory skills to effectively communicate and interact with other employees and the public using the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle or feel objects and controls. Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to a, personal computer, calculator, copier, and fax machine. No significant climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, and repetitive motions.


CONDITIONS OF EMPLOYMENT

  • Must be legally authorized to work in the United States of America. Sponsorship will not be a part of this contract.
  • Must successfully complete a Blue Sky and customer background screening.
