Senior Director Of Commercial EstimatingThe Senior Director of Commercial Estimating directs and coordinates the development of detailed basis of estimates in support of cost and/or pricing proposals. Develops the Basis of Estimate (BOE) and production of BOEs by developing plans and strategies, including cost proposal data collection, converting resource estimates into cost estimates, and preparing pricing data for labor, equipment, subcontract, ODC and material costs. May direct the activities of a small group of Estimators, SMEs (subject matter experts) and consultants.Principal Accountabilities:Oversees the development and documentation of detailed basis of estimates in accordance with company process and proposal instructions; Continually enhances and improves the estimating process and proceduresReviews and evaluates Concept of Operations, Breakdown Structures, Cost Structures, Work Packages, and BOE Packages during proposal development.Manages the development of scope, schedule, budget, and estimate to complete data for initial sequencing of activities, outlining components such as labor, ODCs, materials and equipment.Analyzes specifications, including sketches, blueprints, bills of material, or sample layout to calculate cost factors using labor and material pricing schedules and historical data.Computes detailed estimates for the RFP and cost drivers from personal experience, from functional representatives, subcontractors and vendors.Communicates and presents complex issues and solutions to program leadership.Leads in creation of Work Breakdown Structure (WBS) and development of schedules and budget data (including resource loading) for those WBS elements.Develops proposal input to address requirement change requests as well as revise estimates when scope of project changes.Works closely with the department leads to ensure the estimates are submitted on time and compliant.Mentors and provides on the job training to less experience estimators.Liaison between the estimating department and other functional area departments to ensure that compliant data is being provided to proposal submission.Provides QA/QC support to the estimating process.Reviews manufacturing parts lists for accuracy and inputs data.Conducts research and gathers information such as Technical Manuals and Parts Lists.May prepare final estimate for domestic and international commercial proposals.Performs other duties as assigned.Supports preparation for the Finance Pricing Review by preparing and reviewing supporting data and slides.Knowledge and Skills:Thorough knowledge of activities to identify materials, costs, and procedures in areas ranging from construction to services work for commercial contracts like Logistics, Supply, Facility Maintenance, Roads & Grounds, Custodial, Vehicle maintenance, Potable Water, Wastewater Treatment, Environmental, etc.Proficient in multiple software applications including MS Office, MS SharePoint, Project Management Systems (Primavera and MS Project), Take-off and Estimating software.Professional estimating related and PMP certifications are desired.Advanced analytical and quantitative skills.Ability and willingness to lead and train other employees in the estimating, cost and/or pricing process.Effective leadership, excellent communication, strong interpersonal skills and the ability to develop and maintain positive, cooperative, team-oriented relationships with co-workers, supervisors, managers, clients, and others in contact with the job.Must have the ability to coordinate multiple concurrent tasks.Competent at presenting data and analysis to peers, managers, directors and VPs.Experience & Education:Bachelor's degree in construction science, engineering, accounting, or associated discipline preferred from an accredited college; may substitute two (2) additional years of experience in related field for each year of college.Minimum Twelve (12) years' or more of cost estimating, finance, design engineering and/or commercial estimation experience.Must have considerable experience, gained through work in the industry, internships, or cooperative education programs.Additional experience/education may be required by contract or assignment.Physical Requirements/Working Environment:Must be capable of working with in the cyclical nature of a competitive proposal schedule that often requires extended hours.Generally, works in normal office environment, but may be required to travel domestically and internationally on short notice.Travel:Ability to travel domestically and internationally.Compensation Details: $175,000.00Benefits Overview:Health, dental, and vision insurancePaid time off and holidaysRetirement benefits (including 401(k) matching)Educational reimbursementParental leaveEmployee stock purchase planTax-saving optionsDisability and life insurancePet insuranceNote: Benefits may vary based on employment type, location, and applicable agreements.
