Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3-percent reduction in pay in exchange for 5 hours per month of PLP 2025 leave credits. Under the general direction of an Assistant Chief Counsel of the Foundations Division, the Business Taxes Specialist III (BTS III) will research and draft materials for complex and/or sensitive appeals heard before the Office of Tax Appeals (OTA). The Foundations Division is responsible for supporting the agency's Hearings Division. The BTS III of the Foundations Division develops the appeal record, researches the law, and drafts opinions and memorandums for use by OTA's Hearings Division. The BTS III prepares the Foundations Division's position with respect to assigned matters before OTA. University level degree in accounting, English, or a related area. Experience as a field auditor for the Board of Equalization or California Department of Tax and Fee Administration (CDTFA). Experience as an audit supervisor or technical advisor reviewing audits and/or preparing go-backs for audit reports. Familiarity with the CDTFA audit process and reading audit reports. Strong writing and proofreading skills. Must maintain regular and acceptable attendance at such a level as is determined at OTA's sole discretion. Use of good judgment in prioritizing work.
