Management AnalystSPAARK, Inc. is currently seeking a Management Analyst to provide on-site support to the Surface Forces Logistics Center (SFLC), Contracting and Procurement Division (CPD) Administrative Branch of the United States Coast Guard. This position is based in Baltimore, Maryland. This position is contingent upon successful contract award.Job DutiesThe Management Analyst serves a primary role in monitoring the metrics established by the Head of the Contracting Activity (HCA) as defined by the Department of Homeland Security. The analyst will support various administrative and analytic functions across the Division. The individual in this position should have experience in building capacity for utilizing data to make data-informed decisions and drive action. A basic understanding of federal procurement is preferred for this position.Position Requirements-Develop complex data analysis, methodologies, and predictive data models for assessing the following Metrics-that-Matter:Human Capital Reports and Organization ChartsFederal Acquisition CertificationsContractor Performance Assessment Reporting System (CPARS) registration and evaluationFederal Procurement Data System New Generation (FPDS-NG) timelinessElectronic Contract Filing System (ECFS) complianceContract closeoutDevelop and lead projects that include a variety of advanced qualitative and quantitative analytic assignments related to the data health of the organization.Collect, analyze and report various procurement data.Provide relevant data-related reports to CPD leadership for decision-making, action planning and continuous improvement.Provide technical assistance and building understanding about the effective use of data.Develop systems and tools for effective data management, visualization and interpretation (system design, dashboards, information graphics, mapping, Tableau).Support implementation of continuous improvement processes.Provide risk assessment and transparency on potential issues surrounding data integrity.Coordinate data collection with external partners and internally manage datasets to include but not limited to:Procurement closeout reportsContractor Performance MetricsElectronic Contract Filing Systems (ECFS) Reporting MetricsHuman Capital Reports, Metrics, and Organization ChartsOne Bid ReportsOperational Status Reports (COR, Claims, Protest, Unauthorized Commitments)Service Contract Act ReportsSmall Business UtilizationFPDS-NG ReportsContract Warrant and Certification Related ReportsFSMS Spend/Obligations ReportsNESSS ReportsOpen Commitment ReportsPurchase Card Data ReportsAd-Hoc Reports (48-hour turnaround, high visibility)Annual/Quarterly BriefingCreate, restructure, and manage large datasets, files, and systems.Conduct qualitative and quantitative research and use mixed-method approaches to data analysis.Write technical memos that document data processing decisions and summarize the quality of data.Analyze and synthesize research findings into key insights for stakeholders.Create research papers and policy briefs.Experience-Minimum 5 years of relevant work experience.Ability to work in a team-oriented, fast-paced environment managing multiple priorities.Project management and organizational skills.Research, writing and communication skills.Ability to communicate results of complex analytic findings to both technical and non-technical audiences.Exhibit strong analytic, technical, trouble-shooting, and problem-solving skills.Experience with Microsoft Office (especially Word, PowerPoint, and Excel).Advanced skill in data manipulation and validation within MS Excel (e.g. pivot tables, data comparison, conditional formatting, filters, Power Query).Excellent attention to detail and timelines.Education and/or Certification RequirementsBachelor's degree in statistics, mathematics, economics, or related field.Master's degree preferred.Clearance LevelPublic Trust
