Human Resources SpecialistThis position is located in the Washington Headquarters Services (WHS), Human Resources Directorate (HRD), Technology, Policy & Program Support Division (TPPSD), Processing Branch, to provide a wide range of consolidated human resources management program functions to various Department of Defense (DoD) agencies and offices located in the National Capital Region (NCR) and for their field activities as specified.Incumbent typical work assignments may include the following:Serves as a Human Resources Specialist in the HRD processing branch.Applies technical expertise in reviewing and processing a wide range of personnel actions for a large customer base.Provides the full range of HR advisory services and technical services to include the execution and implementation of HR processing within the Defense Civilian Personnel Data System (DCPDS), the rule range of electronic Official Personnel File (eOPF) maintenance and consolidation, civilian payroll reconciliation and mass DCPDS processing for assigned agencies, activities, and components.Codes and processes all nature of actions.Researches and interprets guidelines and directives from higher echelons and conducts comprehensive research and applies problem solving skills to complex cases.Requirements:Conditions of Employment:Qualifications:In order to qualify for this position, you must meet the requirements described below.You may qualify at the GS-12 level, if you fulfill the following qualification requirement:One year of specialized experience equivalent to the GS-11 grade level in the Federal Service (experience may have been gained in the private sector) that demonstrates your ability in:Applying a wide range of advanced HRM principles, concepts, regulations, practices, laws, precedents, procedures and practices to perform a wide variety of difficult and complex assignments and resolve problems not susceptible to treatment by standard methods, primarily in the fields of recruitment strategies, recruitment/placement, benefits, job analysis; workforce planning and position evaluation for both Title 5 and DCIPS positions.Reviewing and processing a wide range of personnel actions for a large customer base utilizing Defense Civilian Personnel Data System (DCPDS) or similar system in accordance with the OPM Guide to Processing Personnel Actions and applicable laws, regulations, and policies.Coding and processing all nature of actions to include (Promotions, Demotions, Transfers, Reassignments, New hires, Leave Without Pay (LWOP), Names Changes, Pay Adjustments, etc) for an organization.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional;
