Additionally, provides research on various subject areas as well as technical, administrative and decision support related to policy analysis, procedural interpretation and implementation and management of assigned work areas, projects and programs; supervises administrative staff.Essential Functions/Knowledge, Skills, & Abilities:General Expectations for All Employees: Learn and demonstrate an understanding of how team, department, and City goals are interconnected. Ability to continuously learn and develop through a mix of internal and external training opportunities, and if applicable, encourage subordinates to do the same.Essential Duties and Responsibilities: Develops systems and resolves complex and sensitive problems that may or may not have a specific department or organization for a point of contact. Manages multiple programs and special projects simultaneously. Negotiates and coordinates with consulting firms, utility companies and project owners as required to create workable solutions for design and constructability issues related to projects Assists in investigating and resolving customer inquiries and complaints insuring that contact is made by appropriate City staff and issues are resolved or final communication has occurred. Plans, prioritizes, assigns, supervises and reviews the work of administrative staff in the City Manager's Office. Assists in the selection of administrative staff and provides or coordinates staff training. Provides timely and accurate performance feedback, and administers performance reviews for supervised employees. Provides administrative support to City Council Members and assigned supervisor as needed. Coordinates City Council orientation for new Council members and works with appropriate departments to develop content and conduct Council orientation briefings. Tasked with developing a City Council feedback and tracking tool to assist with Council and constituent issues, questions, or inquiries. Participates in Capital Improvement Plan meetings and projects as assigned. Assists in coordination of the ICMA Local Government Management Fellowship program. Serves as primary liaison with assigned community organizations or Commissions and Boards including administrative support and technical guidance, preparation of agendas and maintaining public records of their meetings and books. Prepares and reviews the annual budget for the City Manager's office; reviews and approves invoices; monitors budget expenditures; recommends adjustments as required. Performs special projects at the request of the City Manager or his designee, to include researching, compiling and analyzing information, preparing reports, identifying alternatives, and making and justifying recommendations. Attends and participates in meetings on behalf of the City Manager's office. Instructs, assigns, reviews and plans the work of assigned staff. Regularly attends City Council meetings and makes presentations before the Council. Assists with the set-up of audio-visual equipment and other meeting or presentation materials, supplies or equipment as needed. Complies with all city policies and procedures, including those defined in the City of McKinney Employee Handbook. Adheres to assigned work schedule as outlined in city and department attendance policies and procedures.Other Job Functions: Perform other duties as assigned or directed.Knowledge, Skills, Abilities, and Behaviors: Ability to embrace and embody the City's core values of Respect, Integrity, Service, and Excellence (R.I.S.E.). Knowledge of supervisory principals including personnel motivation, interviewing, hiring, oversight, evaluation, and discipline. Proficiency in the use of computers and related equipment, hardware and software to include Microsoft Office (Word, Excel, PowerPoint, Outlook) for the development of various communications, budgets, presentations, graphics, charts and management level papers/reports and grants Proficiency in use of the English language including the meaning of words and grammar. Skill in networking and communicating with appointed or elected officials, community, state and national organizations, and the public with diverse cultural, economic, educational and social backgrounds. Ability to build and maintain effective internal and external working relationships. Requires the ability to function in a supervisory capacity with regard to organizing, reviewing, training and evaluating staff performance. Skill in coordinating and prioritizing multiple assignments and projects. Skill in effective oral and written communications. Skill in planning and implementing City administrative procedures and objectives. Skill in diplomatically resolving customer complaints and concerns.Required Qualifications: Minimum Qualifications: Bachelor's degree in Public Administration, Business Administration, Political Science or related field and three (3) years of public administration experience; OR a Master's degree in Public or Business Administration; OR an equivalent combination of education and experience. Conditions of Employment: Must pass a drug screen and background check. Must have Class C Texas Driver's License.Physical Demands/Supplemental: Work is performed in an office setting and may be subject to repetitive motion such as typing, data entry and vision to monitor. May be subject to occasional bending, reaching, kneeling and lifting such as the setting up, tearing down and transporting of presentation audio/visual equipment and display materials. Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station. Some tasks require visual and sound perception and discrimination and oral communications ability. Work environment limited exposure to environmental conditions. Requires extended work hours and night meetings.
