Job PostingThis is advanced court clerical work in a division of the Supreme Court. Work may involve responsibility for a specific area of court case processing or for performing a variety of advanced clerical functions which require the application of independent judgment and the interpretation of routine policies and procedures. Advice and assistance will normally be provided as needed by the Clerk of the Court or designee, but most functions will normally be performed with a minimum of supervision. Positions in this class are distinguished from the Deputy Clerk I by the degree of independence and responsibility exercised and the variety of work tasks assigned. Work is reviewed by a supervisor through observation of operations and on the basis of results achieved.Duties And Responsibilities(Any one position may not include all of the duties listed, nor do the examples cover all the duties which may be performed.)Performs the full scope of varied procedural court clerical work involved in case processing through the Case Management System (C-Track) from docketing initial case filings to case termination in civil, criminal, original proceedings and miscellaneous appeals.Assists the Court, attorneys and public with electronic filing (e-filing) and supervise same; respond to questions/inquiries regarding court procedures and the e-filing system.Receives filings from pro se litigants, and attorneys, issues receipts, date stamp conventionally filed documents; reviews the E-filing queue for incoming filings and dockets initiating documents and all other documents e-filed, prepares file folders to create the hard copy of the electronic file; issues all summons required.Assists the public on the telephone or in person.Reviews legal documents for completeness, adequacy, accuracy and compliance with the Virgin Islands Rules of Appellate Procedure; determines processing required and takes necessary action in accordance with court rules or refers difficult matters to superior or designee.Determines proper routing of appeals, petitions, and other filings and notifies the appropriate parties.Reviews and issues Clerk's Orders, notices, subpoenas, summons, and authenticates documents as necessary.Prepares Notice of Entry, return of service, certifies copies, sealed copies, and distributes in accordance with the Office of the Clerk's Standard Operating Procedures (SOP); certifies copies and seals documents with the Court Seal.Generates notices, subpoenas, summons, affidavits, correspondence, court calendars, orders, and reviews for accuracy and completeness; secures required signatures.Administers oaths to Attorneys.Assist the Court, attorneys and public with e-filings and supervise same; locates physical files for attorneys, court, and public and supervises viewing of same; responds to questions/inquiries regarding basic court procedures.Prepares files for Oral Arguments in accordance with the SOP; at the end of Oral Arguments prepares the Record of Proceedings for each case on the Calendar.Performs courtroom clerical duties; calls the calendar; administers Oaths as required; completes Records of Proceedings.Distributes/transmits court notices as necessary; contacts attorneys and parties concerning rescheduling of matters; makes appropriate record entries in the e-filing system; refers difficult rescheduling matters to supervisor.Notarizes documents; attests and seals orders signed by a justice and distributes as necessary.Prepares Monthly Reports of case activity, pending cases and fee collection;Other duties as assigned or required.Minimum QualificationsGraduation from an approved high school or vocational school and a minimum of three (3) years of experience as a Deputy Clerk I, or comparable experience in the legal field. Preference is given for an Associate's degree from an ABA approved paralegal program for additional court-specific or legal experience.Position FactorsKnowledge of court procedures and policies, and Court Rules. Knowledge of the organization, operations, functions and scope of authority of the Court or activity to which assigned. Ability to deal with emotionally charged situations or individuals. Knowledge of the court Case Management System (CTRACK) preferred Knowledge of legal terminology. Knowledge of Supreme Court's Fee Schedule. Knowledge of modern office practices and procedures. Knowledge of basic mathematical concepts. Ability to perform accurate mathematical calculations. Ability to read and interpret legal documents of varying type and complexity. Ability to understand and follow oral and written instructions. Ability to make decisions in accordance with laws, regulations, and departmental policies and procedures. Ability to maintain a variety of complex records and prepare reports from such records. Skill in the operation of a personal computer and other standard equipment.
