Job Title: Software Engineer II

Location: Navy Warfare Development Center, Norfolk, VA

Work Timings: 0700 and 1700, Monday through Friday (excluding Federal Holidays)

Job Summary: The Software Engineer II is responsible for analyzing complex system requirements, designing software tools and subsystems, and managing software development projects. This role requires expertise in IT systems analysis and programming, along with proficiency in various technical skills and technologies such as Microsoft SharePoint, SQL Server, Visual Studio, web development languages, and Navy-specific software systems. The Software Engineer II must demonstrate the ability to work independently or under general direction, contributing to the improvement of software development processes and techniques.

Key Responsibilities:

  1. Analyze and study complex system requirements to understand project scope and objectives.
  2. Design software tools and subsystems to support software reusability, domain analysis, and implementation management.
  3. Manage software development projects using formal specifications, data flow diagrams, CASE tools, or other accepted design techniques.
  4. Estimate software development schedules and review existing programs through Research, Development, Test, and Evaluation (RDT&E) processes.
  5. Assist in making refinements to existing programs, reducing operating time, and improving current techniques.
  6. Develop and maintain software applications using a variety of technologies, including Microsoft SharePoint, SQL Server, Visual Studio, and web development languages (CSS3, Ajax, XML, HTML, XSL, XSLT, JavaScript, View JS).
  7. Ensure compliance with coding standards, best practices, and security guidelines throughout the software development lifecycle.
  8. Collaborate with cross-functional teams to gather requirements, define project scope, and prioritize tasks.
  9. Provide technical guidance and support to junior engineers and team members.
  10. Stay updated on emerging technologies, tools, and best practices in software engineering.

Qualifications:

  1. Minimum of eight (8) years of experience in IT systems analysis and programming, with at least three (3) years of specialized experience.
  2. Bachelor's degree in Computer Science, Information Systems, Information Management, or a closely related scientific or technical discipline. Master's degree preferred.
  3. Proficiency in Microsoft SharePoint (2013 and 2016), SQL Server (2016 and 2019), and Visual Studio (2010 or higher).
  4. Strong technical skills and practical experience in CSS3, Ajax, XML, HTML, XSL, XSLT, JavaScript, and View JS.
  5. Experience working independently or under general direction, demonstrating the ability to manage projects effectively.
  6. Familiarity with Navy-specific software systems such as Navy NWL (Naval Warfare Library) and Navy FIMS (Force Inventory Management System) is preferred.
  7. Excellent problem-solving and analytical skills, with a keen attention to detail.
  8. Effective communication skills, both verbal and written, with the ability to convey technical concepts to non-technical stakeholders.
  9. Ability to adapt to changing priorities and work effectively in a dynamic environment.
  10. Strong commitment to continuous learning and professional development.
