Land Development Services (LDS) is the steward of the county‘s land development and building construction codes and regulations, and its staff members embrace their essential role as ‘first preventers.‘ Every day, through careful review, permitting and inspection of site and building construction, our staff protect the health, safety, welfare, and environment for those who live in, work in, and visit Fairfax County. Our department also serves as the gateway to much of the county‘s economic development, reviewing over 30,000 building and site plan submissions, issuing nearly 70,000 building permits, and conducting over 220,000 building and site inspections each year. The position:

  • Leads and manages the site inspections program for permitted land disturbance activities in Fairfax County.
  • Guides inspection teams to ensure construction activities comply with approved plans and applicable regulations, and delivery of outstanding customer service.
  • Provides technical guidance on the enforcement of the Chesapeake Bay Preservation Ordinance (Chapter 118), Tree Conservation Ordinance (Chapter 122), and Erosion and Stormwater Management Ordinance (Chapter 124.1) and Fairfax Zoning Ordinance (Chapter 112). Supervises inspection supervisors, ensuring consistency and equitable work distribution among teams and evaluates performance.
  • Establishes policies and procedures and best practices for the branch.
  • Oversees training program for inspectors and evaluate metrics to identify improvement opportunities.
  • Function as a subject matter expert onsite inspection responsibilities and areas of expertise, assist in resolution of questions and problems during construction and bond release.
  • Leads process improvements and functions as product owner for site inspections in the use and ongoing improvements associated with the Planning and Land Use System (PLUS).
  • Promotes efficient, compliant, safe construction.
  • Continually seeks to expand safety knowledge through training, mentoring, self-study, or other methods of continuous learning.
  • Clearly communicates safety expectations to employees within work unit. Resolves safety-related matters in a timely manner.
  • Assists with recruitment, onboarding, and offboarding.
  • Complies with county, agency, and job specific training, including emergency management and safety related courses.

This position works under the general supervision of the Site Development and Inspections (SDID) Division Director in Land Development Services (LDS).
Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor‘s degree in a field of study directly related to the industry being regulated such as engineering, architecture, urban planning, biological or environmental science, public administration, law enforcement, legal studies or a related field; plus four years of progressively more responsible complaint resolution and/or code enforcement experience in the industry being regulated.

CERTIFICATES AND LICENSES REQUIRED:

  • Possession of a valid motor vehicle driver‘s license.
  • DEQ Stormwater Management Inspector and/or Stormwater Plan Reviewer certification - completion of first required training class within 12 months of hire and certification required within 12 months of date of completion of first required class
  • DEQ Erosion and Sediment Control Inspector Certification - completion of first required training class within 12 months of hire and certification required within 12 months of date of completion of first required class.
  • DEQ - Erosion & Sediment Control Plan Reviewer certification - completion of first required training class within 12 months of hire and certification required within 12 months of date of completion of first required class.

PREFERRED QUALIFICATIONS:
Five or more years of experience leading and supervising a team
Five or more years of experience working directly with local boards, commissions or elected officials
Five or more years of experience in direct customer service
Five or more years of experience in the field of site construction.

PHYSICAL REQUIREMENTS:
Ability to operate a motor vehicle. Ability to operate computer driven equipment. Ability to walk/traverse rough, icy, broken terrain; go up and down steep hills and slopes. Ability to work in extreme temperatures. Position requires incumbent to conduct a combination of mobile and sedentary tasks. All duties performed with or without reasonable accommodations.
