Must be a Licensed Appraiser, OR a Certified Residential Appraiser, OR a Certified General Appraiser. Must obtain the Ad Valorem/General Real Property Appraiser Designation within one (1) year from the time of hire.Due to the nature of this position, the successful applicant must pass a required background check through fingerprinting and enrollment in the continuous RAP Back (Record of Arrest and Prosecution Back) program in accordance with current County Human Resources policy requirements.Essential FunctionsAppraises all types of commercial properties, including vacant commercial land, improved commercial properties, unique commercial properties such as cemeteries, nursing homes, and golf courses, and complex commercial properties.Field inspects properties to collect and analyze data elements, such as square footage, type, grade and quality of building's materials, conformity to area, age, neighborhood, and environmental influences.Collects rent, lease, and property income data.Under management supervision, represents the Salt Lake County Assessor regarding appeals of value and taxable status to the County Board of Equalization by preparing written narratives and appraisals, performing re-inspections, and participating in mediations with taxpayers, tax representatives, and taxpayer's attorneys.Represents the Salt Lake County Assessor to taxpayers regarding valuation and property tax questions.Assists in the defense of value and taxable status at the State Tax Commission and Court appeals.Collects and analyzes commercial sales and rental data on all types of commercial property and land for use in valuation development.May appraise non-commercial properties, including, but not limited to, State-assessed properties, low-income housing properties, three-plexes, and four-plexes.Under management supervision, creates and uses complex computer programs; develops queries to locate problems and inconsistencies.Under management supervision, develops commercial land tables with values for all classes of commercial properties; collects and verifies vacant land sales data within geographic boundaries or neighborhoods.Under management supervision, researches and responds to the Manager, Division Administrator, Assessor, and the public on difficult or controversial situations.Knowledge, Skills, and Abilities (KSA)Knowledge of:Computerized Mass Appraisal software and systemsStandard Real Estate Appraisal techniques and practicesSocial and economic factors affecting real property valuesStatistical methodology and modelingFederal, State, and local real estate and personal property appraisal regulationsUtah Code 59-2 - Property Tax ActSalt Lake County Tax SystemState Ad Valorem tax regulationsGIS Software and usesBuilding trades and construction terminologyLocal area real estate valuesReal estate values as determined by cost, market, and income approaches to valueSkills and Abilities to:Utilize personal computers and basic software such as databases, spreadsheets, word processing, and presentation programsWrite appraisal reportsOrganize workloads and prioritize tasks to adhere to deadlinesWork effectively in a dynamic environment, both independently and in a team settingCommunicate effectively both verbally and in writingDemonstrate highly organized, detail-oriented, and self-motivated behaviorEffectively apply general principles to specific conditionsImportant Information Regarding This PositionIt is required that the successful candidate obtain certification and licensing as mandated by State Legislation and the Utah Department of Commerce as well as completion of additional course work to maintain the certification and license. Persons hired must maintain certification and designation, which requires 28 hours of education every two years. Persons hired must attend USPAP (Standards of Appraisal Practice) every two years as required by the appraisal board.NOTE: If you are not a licensed, certified residential, or certified general appraiser, the County Assessor's Office will provide you with intensive, job-specific training so that you will be able to successfully perform the essential functions of this position.Appraisers working for the Salt Lake County Assessor's Office may not perform appraisals within Salt Lake County independently of this position as this has been deemed a conflict of interest by the Salt Lake County Attorney's Office.The State of Utah has legislated that ad valorem real property appraisal work must be in compliance with federally regulated appraisal standards.Additional InformationWorking Conditions and Physical RequirementsWork duties are performed in a general office setting but may also require regular field work and work in all types of weather. Field visits may be over a variety of building construction sites or outdoor terrain.This position requires the ability to climb, walk, sit, kneel, and bend in varied, outdoor terrain to access properties, collect field data, and perform measurements.
