Budget Analyst IVCore4ce seeks an elite Budget Analyst IV to provide senior-level financial management support to the All-Domain Anomaly Resolution Office (AARO) within the Office of the Under Secretary of War for Intelligence & Security (OUSW(I&S)). This key personnel position serves as the principal budget and financial management specialist supporting one of DoD's most unique missions-investigating unidentified anomalous phenomena across all operational domains. As the senior financial advisor directly supporting the AARO Director, you will lead Planning, Programming, Budgeting, and Execution (PPBE) activities for research, development, test, and evaluation programs that operate at the frontier of scientific understanding and national security.Responsibilities:Lead budget planning, PPBE participation, and provide recommendations for senior leadershipPrepare daily budget documents, cost analyses, financial reports, and director-level presentationsMonitor spending, track funds, and manage real-time financial status for leadershipDevelop and submit UFR packages, weekly funding packages, and annual appropriations reportsSupport Congressional budget processes and prepare justification materialsProvide guidance on O&M and RDT&E appropriations and assist with Congressional inquiriesCoordinate with DoD budget offices and stakeholders on appropriations and oversightDevelop procurement documentation (SOW, PWS, sole-source justifications, market research)Review cost estimates and acquisition documents for accuracy and complianceBuild and maintain relationships with Joint Staff, DoD Components, Military Departments, and COCOMsServe as primary budget liaison between AARO and external financial management organizationsSupport executive-level briefings and translate complex financial information for non-financial audiencesQualifications:Active TS/SCI eligibilityBachelor's degree in Finance, Accounting, Business, or related field (Master's preferred)15+ years budget/financial analysis experience (defense/federal preferred)8+ years DoD budget and financial management experienceStrong knowledge of DoD PPBE, O&M, and RDT&E appropriationsExperience managing program budgets over $10MSkilled in budget formulation, execution, forecasting, and reportingExperience preparing and defending budget justificationsFamiliarity with acquisition and procurement processesProficient with DoD financial systems and regulationsAbility to work in classified environmentsStrong analytical, communication, and executive briefing skillsAbility to manage competing priorities under tight deadlinesTravel may be required (CONUS/OCONUS/NCR)Why Work for Us?
