They will provide leadership in the design, implementation, and evaluation of fiscal systems and methods for the allocation and oversight of more than $550 million in federal and state funds and ensure fiscal accountability, compliance with legislative mandates, and long-range sustainability of statewide child care programs.Responsibilities Include:Directs the development, implementation, and evaluation of fiscal systems and processes that have statewide impact.Designs innovative solutions to unprecedented fiscal challenges, ensuring compliance with federal and state requirements while advancing equitable access to child care services.Serves as project leader for cross-agency fiscal initiatives, coordinating the work of analysts, program staff and external contractors.Provides direction establishes priorities and ensures integration of fiscal policy with program operations.Oversees the fiscal administration of all divisional grants and contracts, ensuring accountability for significant federal and state funds.Develops monitoring systems, reconciles expenditures, and provides expert guidance on fiscal compliance.Perform other duties as assigned.Minimum QualificationsTo facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month, day and year for each job held.Three (3) years' experience in fiscal budgeting or fiscal policy. Experience must demonstrate the following:Fiscal management including fiscal and budgetary analysis, budget management, budget forecasting, auditing, regulation research and interpretation, reporting, statistical and data analysis, and cost/benefit analysis.Experience managing projects and writing and documenting processes.Experience with government, social services or human services budgeting and accounting.Experience using software applications related to government or social services budgeting and accounting.Preferred QualificationsA degree in public finance, accounting, business administration and management or a related field.Experience with problem solving and human relations skills to develop and present operational budgets, spending plans and fiscal policy directions.Experience working with non-profits, counties and tribal nations.Variety of experiences working effectively with others from different backgrounds and cultures.Additional Requirements: It is the policy of the Department of Children, Youth, and Families that the individual selected for this position successfully complete a background investigation prior to employment, that may include the following components:Reference checkCriminal Background checkFingerprinting check (MNJIS/CJIS)Personnel File Review: current and former public sector employees.Minnesota State Colleges and Universities is an Equal Opportunity employer/educator committed to the principles of diversity.
