Valid Driver's license requiredApplicants invited to interview may be required to submit additional documentation which supports their qualifications for this positionSuccessful completion of a federal background investigation will be required before individuals are certified for permanent appointment to the positionSpecial Requirements for the CT Military Department:Incumbents in this class must possess and retain NFPA or IFSAC accredited fire certifications up to and including those listed below:Fire Officer IFire Instructor IFire Inspector I (to be completed within 6 months of appointment)HAZMAT Incident CommanderIncumbents in this class may be required to possess and retain Emergency Medical Technician (EMT) certificate or Paramedic license.Incumbents in this class must maintain or have maintained membership in the Connecticut Air National Guard for at least six (6) years which may be in the Airport Crash Rescue Firefighter class, a combination of time while served in the Airport Crash Rescue Firefighter and Airport Crash Rescue Fire Lieutenant class or, from the time of new hire into the Airport Crash Rescue Fire Captain class.Incumbents may be required to attend the Air Force Firefighting School within six (6) months of hire.Incumbents in this class will be required to possess and retain a Department of Defense security clearance.Incumbents in this class will be required to complete required training in accordance with the Department of Defense Instruction 6O55.6-M within one (1) year of appointment to the classification.Incumbents in this class must possess and retain a valid Motor Vehicle Operator license with proper endorsements (CT Class D, "Q" Fire Engine) and a valid Military Operator's license.Incumbents in this class may be required to possess and retain Office of the State Fire Marshal, Fire Inspector certification.About Us:We are a unique dual-status agency, having both federal and state missions. The CTMD'S primary public responsibilities are:To support the CT National Guard enabling the National Guard to provide ready units for Federal or State requirements;To train, resource and coordinate state emergency response assets, and;To plan for and protect citizens and their property in times of war, terrorism, invasion, rebellion, riot or disaster.The Connecticut Military Department (CTMD) is committed to conducting military operations in an environmentally friendly manner and will continue to perform its mission while looking for new ways to reduce pollution-generating activities and to preserve and enhance all of its valuable training lands.Note: This recruitment may be used to fill future vacancies.Purpose of Job Class (Nature of Work):At the Connecticut Airport Authority, Bradley International Airport and at the Military Department, Connecticut Air National Guard Base this class is accountable for acting as a working supervisor of an assigned shift of Firefighters engaged in performing firefighting and fire prevention operations and the provision of crash rescue, emergency medical and crisis response services as applied to airports and aircraft rescue situations.Examples of Duties:Supervises and assists an assigned staff in performance of firefighting functions and duties including firefighting and technical rescue, emergency medical services, fire prevention activities, equipment maintenance and communications;Assists Fire Captain with overseeing and maintaining station, fire, medical and/or ambulance equipment;Formulates shift assignments and reviews results for accuracy, effectiveness and conformance with policies and standards;Studies, analyzes and evaluates duties performed by lower level Firefighters and other personnel;Responsible for coordination of information transfer across shifts;Acts as Incident Commander on scene of fire, emergency and medical responses which includes formulation of strategy and tactics for effective mitigation of situations;Supervises procedures for mass decontamination and containment of hazardous materials;Ensures records and reports are completed in an accurate and timely manner and in compliance with national standards (National Fire Incident Reporting System);Conducts mandated facilities inspections on a regular basis;Assists in and/or provides educational instruction and training to firefighting and non-firefighting departmental personnel, other agency personnel and individuals;Assists in conducting performance evaluations;May supervise removal of equipment, supplies, documents and other items from burning structures or aircraft and preserve evidence necessary to determine the cause of fire or crash;May identify training needs, develop monthly objectives and ensure fulfillment of certification needs;May be responsible for completion of shift change duties such as vehicle readiness, radio accountability, etc.;May implement established procedures;Performs related duties as required.Knowledge, Skill and Ability:Considerable knowledge of firefighting, fire prevention and crash rescue techniques as applied to airports and aircraft crash situations;Knowledge of fire investigation, inspection and prevention techniques; and ability to utilize and implement Incident Command System in accordance with the National Incident Management System (NIMS);Emergency medical services techniques;Hazardous materials and instrumentation;Fire safety codes;Training practices and procedures;Considerable interpersonal skills;Oral and written communication skills;Ability to evaluate emergency situations and develop effective course of action;Work under pressure;Prepare reports;Utilize computer software;Supervisory ability.Minimum Qualifications - General Experience:Three (3) years of experience as a Firefighter in an organized fire department at the level of a National Fire Protection Association (NFPA) Firefighter 2 or in the state firefighting service.Preferred Qualifications:Fire Instructor II (IFSAC and/or Pro Board accredited)Fire Inspector II (IFSAC and/or Pro Board accredited)Fire Officer II (IFSAC and/or Pro Board accredited)Special Requirements:Incumbents in this class must possess and retain National Fire Protection Association (NFPA) Fire Officer 1 certification.Incumbents in this class must maintain membership in the Connecticut Air National Guard for at least six (6) years which may be in the Airport Crash Rescue Firefighter class, a combination of time while served in the Airport Crash Rescue Firefighter and/or Airport Crash Rescue Fire Lieutenant classes or from the time of new hire into the Airport Crash Rescue Fire Lieutenant class.
