Budget Analyst PositionThis position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Financial Management, DIV OF ADMIN BUDGET & EXECUTION. As a Budget Analyst, GS-0560-13, you will serve as a senior budget analyst utilizing a professional knowledge of budget principles and procedures in carrying out complex assignments. Performs a variety of budgetary and administrative functions in the formulation and execution of CMS's budgets.Responsibilities include monitoring, tracking, reconciling, and reporting on numerous obligating documents across several appropriated sections within legislation. Analyzing budgetary submissions to ensure they are aligned with legislative intent. Communicating with responsible parties and subject matter experts to gain a full understanding and independently providing budgetary recommendations. Developing periodic budgetary reports and briefing internal and external stakeholders regarding the account. Performing complex budget development, formulation and execution functions for substantive CMS programs or administrative budget areas.Requirements include conditions of employment and qualifications. All qualification requirements must be met within 30 days of the closing date of this announcement. This will prevent you from receiving further consideration.In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include:Analyzing federal government budgets, evaluating federal government funding needs, and providing recommendations to support fiscal and programmatic decisions;Developing Excel workbooks to demonstrate financial trends, producing reports, and presentations for senior and executive-level management; andPlanning and executing annual operating federal government budgets and spend plans in compliance with OMB guidance and federal regulations.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
