First review of applications will begin after close of business day on Wednesday, October 29, 2025.Under supervision (Beach and Community Patrol Officer I) or general supervision (Beach and Community Patrol Officer II), patrols assigned areas and interacts with City residents and visitors to enforce various City, County and State codes, rules, and regulations in a professional and courteous manner. The objective of this position is to gain voluntary compliance through visibility, education, and working positively and effectively with members of the public.Beach and Community Patrol Officer I is the entry-level classification. An incumbent assigned in this class initially works under general supervision and is responsible for enforcement functions, such as interacting with and educating the public on applicable City, County and State codes, rules and regulations, issuing standard citations and answering general inquiries from the public while on patrol. An incumbent is expected to become increasingly knowledgeable of City, County, and State codes, ordinances, procedures and practices pertaining to littering, possessing alcohol in public, dogs without leash violations, camping, and other municipal ordinances, including parking regulations.Beach and Community Patrol Officer II is the full journey-level classification. Under general direction, incumbents perform the full range of assigned duties. This class may provide lead direction to less experienced part-time seasonal staff. This class differs from the lower-level Seasonal Worker- Beach and Community Patrol Officer classification in that the former handles more complex work and has a higher level of accountability and responsibility.The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to the class.Examples of essential duties include: Patrols streets, parks and beaches on foot, bike or by vehicle. Interacts with and educates the public on applicable laws; gives warnings; and issues infraction, misdemeanor, and civil administrative citations. Provides information to the public and answers general inquires while on patrol regarding City animal regulations, parking, geography, and other City and State codes, ordinances, rules and regulations. Observes and reports potential illegal activity to the San Diego County Sheriff's Department. Works cooperatively with local law enforcement, Del Mar Fire Department and Del Mar Lifeguards, as directed and appropriate. Assists with traffic control and parking enforcement duties, as assigned. As assigned, observes and educates the public on applicable laws during private events held at City beaches and adjacent parks. Maintains accurate logs and records of work performed and materials and equipment used. Participates in on-the-job training of new hires and provides guidance to part-time, seasonal Beach and Community Patrol Officers. May provide supplemental support for the City's Code Enforcement division as needed, including weekends and evenings.In addition to the duties listed for the Beach and Community Patrol Officer I, the following apply: Employees within this class are distinguished from the Beach and Community Patrol Officer I by the performance of the full range of duties as assigned. Employees at this level operate more independently with general supervision; receive limited instruction or assistance, and are aware of the operating procedures and policies of the work unit. Beach and Community Patrol Officer II demonstrates safe use of bikes, coverage of all beats, and other lead functions. As assigned, may be responsible for supervision, training, organizing, scheduling, providing oversight, and guidance to part-time, seasonal Beach and Community Patrol Officers. Responsible for overseeing accurate logs and records of work performed, and materials and equipment used.Knowledge of: State, County and City laws, codes, ordinances and practices. Procedures, terminology and techniques to operate two-way radios. Conflict resolution techniques and possess strong interpersonal skills. Ability to: Interpret, apply, explain and enforce laws, codes and ordinances, related to littering, possessing alcohol in public, dogs without leash violations, camping, parking regulations, and other areas of enforcement as may be deemed appropriate. Exercise sound judgment within established guidelines and supervisory direction. Analyze situations and determine appropriate course of action. Prepare clear and concise correspondence. Establish and maintain effective working relationships with staff, public and other governmental agencies. Communicate effectively both orally and in writing. Prepare and maintain clear, concise and accurate documentation. Be able to respond professionally while under physical duress to difficult customers who may be argumentative, demanding, rude and/or confrontational and insulting. Work irregular hours including weekends and evenings.Beach and Community Patrol Officer I: Training and Experience: One (1) year of relevant work experience, including experience communicating extensively with the public is required. Minimum Qualifications: A valid California driver's license, Class C, with a satisfactory driving record. High school diploma or equivalent. Ability to obtain P.O.S.T P.C. 832 Certification within six (6) month of hire.Beach and Community Patrol Officer II: Training and Experience: At least two (2) years of similar experience performing the full range of duties. Minimum Qualifications: A valid California driver's license, Class C, with a satisfactory driving record. High school diploma or equivalent. Ability to obtain P.O.S.T P.C. 832 Certification within six (6) month of hire.The physical and mental demands described here are representative of those that must be met by employees to successfully perform the essential functions of this class. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.Physical Demands: While performing the duties of this class, an employee is regularly required to walk, stand and sit for long periods; climb or balance; stoop, kneel, bend, crouch or crawl; reach with hands and arms; talk and hear both in person and by phone or radio; use hands to finger, handle, feel or operate standard office and maintenance tools and equipment; and drive a vehicle. The employee regularly lifts, pushes or pulls equipment up to 100 pounds.There are specific vision abilities required by this job that include close vision, distance vision, color vision, the use of both eyes, depth perception, peripheral vision and the ability to adjust focus. Ability to safely use a pedal and/or electric motor assisted bike is required. Must be able to walk two miles in 30 minutes, then after a brief rest, repeat the two miles for another three sequences. Following a longer rest of approximately 20 minutes, ride a bike for up to three hours with reasonable rest periods. Patrols as described are often performed in warm sunny conditions sometimes with moderate winds.Mental Demands: While performing the duties of this class, the incumbent is regularly required to use written and oral communication skills; analyze and solve problems; use math; observe people and situations; read and interpret data, information and instruments; learn and apply new skills; work with constant interruptions; and interact with the public, some of whom may be dissatisfied, quarrelsome and/or abusive.
