Position Overview:
The Town of Castle Rock has an outstanding opportunity for a Finance Project Analyst in our Finance Department. This position is responsible for performing professional level finance work including assessment and analysis of finance functions, coordination of the internal audit functions, preparation of the Annual Comprehensive Financial Report (ACFR) and coordination for special projects. Assists the Accounting Manager with strategic financial policy, analysis and planning. Performs duties in a manner consistent with the stated values of the organization.
Essential Duties and Responsibilities:
- Assists the Accounting Manager with the coordination of the annual audit and audit schedules. Coordinates the preparation of related state and federal reports. Works with appropriate staff to ensure a clean and timely year-end audit.
- Assists the Accounting Manager with the preparation of the Annual Comprehensive Financial Report (ACFR) and related notes and disclosures. Ensures the ACFR complies with GAAP, GASB, legal requirements for financial reporting integrity, and an unmodified opinion.
- Reviews investment activity and reconciles accounts and financial records. Follows investment guidelines and partners with the Town's investment company representatives to determine best options for maximizing return on investment. Prepares monthly cash flow analysis for optimum usage of excess funds.
- Monitors compliance and reporting aspect for the Town's debt issuances. Assists the Accounting Manager with new debt issuance or refunds of prior debt issuances.
- Assists the Accounting Manager in calculations to determine the Town's compliance with arbitrage regulations. Partners with external specialist on due dates and interest and income rates.
- Responsible for maintaining bank accounts including cash control, transfers and transaction processing. Monitors accounts to ensure proper cash flow is available.
- Works in partnership with the Assistant Director and Accounting Manager to develop, evaluate and implement standardized work procedures to improve efficiency and effectiveness of finance operations. Responsible for developing and maintaining written documentation for established work procedures. Monitors compliance with established policies and procedures.
- Assist with monthly financial statement analysis.
- Prepares, reviews, analyzes, reconciles and reports complex internal and external financial information. Resolves complex accounting issues.
- Researches, conducts analysis and interprets financial data related to special projects including internal controls, external audit assistance, fraud investigations, and due diligence.
- Develops and coordinates the internal control function. Works cooperatively with department liaisons. Makes recommendations for process and financial control improvements based on accepted procedures. Works to deliver audit services that consistently improve the control environment and achieve operational excellence.
- Researches and develops a plan of implementation for new Government Accounting Standards Board (GASB) official statements.
- Manages and oversees grant reports and applications for new and existing grants. Ensures grants are in compliance with state and federal guidelines (Single Audit Act, Davis-Bacon Act).
- Works collaboratively with other departments on finance-related projects, reports, and information. May provide leadership on Town-wide and interdepartmental work teams.
- Responsible for timely and accurate recording of accounting transactions, account reconciliation, cash management, and account analysis.
- Reads professional literature; maintains professional affiliations; attends workshops and training sessions to stay current on applicable laws/regulations and new professional developments.
- Performs other duties as assigned or required.
Minimum Qualifications:
An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.
Education: Bachelor's Degree in Accounting, Finance, or closely related field from an accredited college or university. A graduate degree in a related field is preferred.
Experience: A minimum of three to five (3-5) years' experience in governmental accounting; or an equivalent combination of education, training, and experience.
Preferred Qualifications:
- Certification as a Public Accountant (CPA)
- Internal Auditor (CIA)
- Management Accountant (CMA)
Knowledge, Skills, and Abilities:
- Ability to maintain a comprehensive, current knowledge of applicable laws/regulations and an awareness of new trends and advances in the profession.
- Thorough knowledge of Generally Accepted Accounting Principles (GAAP) and procedures, including auditing, statement analysis, reconciliation, posting, balancing, and financial reporting.
- Thorough knowledge of Government Accounting Standards Board (GASB) pronouncements and interpretations and ensure timely implementation.
- Thorough knowledge of investment management, debt issuance, and required compliance and reporting.
- Ability to communicate effectively verbally and in writing to obtain and share information or clarify details.
- Ability to understand and be understood and follow both verbal and written instructions.
- Ability to establish and maintain effective working relationships with employees, Town officials and the public.
- Advanced knowledge of accounting operations and best practices.
- Ability to train/mentor less experienced professionals.
- Ability to review and analyze a wide variety of forms, statements, reports, and documentation to verify accuracy and compliance with applicable regulatory and accounting standards.
- Knowledge of federal, state and local laws and regulations pertaining to governmental accounting and internal control procedures.
- Knowledge of Federal and State grant regulations pertaining to governmental accounting.
- Understands Uniform Grant Guidance and cost principles for federal grants.
- Ability to formulate and develop effective financial policies and controls.
- Ability to research and resolve accounting inconsistencies, out-of-balance conditions, and errors.
- Ability to perform complex financial analysis.
- Routine software and business application including, but not limited to, work processing, spreadsheets, presentation software, and databases.
- Advanced software and business applications including, but not limited to, complex enterprise accounting systems, internal control systems design, report development, and other software used in the preparation and maintenance of accounting data.
Physical Demands:
- Sedentary work for long periods of time
- Occasional physical work lifting no more than 10 pounds
- Occasional lifting, carrying, walking and standing
- Occasionally required to use hands to finger, handle or feel objects, tools or controls; reach with hands and arms; and stop, kneel, crouch or crawl
- Frequent hand/eye coordination to operate personal computer and office equipment
- Vision for reading, recording and interpreting information
- Speech communication and hearing to maintain communication with employees and citizens
Work Environment:
- Works primarily in a clean, comfortable environment
Equipment Used:
- Uses standard office equipment including a personal computer system
- This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment.
