Community/Environmental Health Program Manager, SrThe Department of Public Health and Environment is seeking a talented and motivated public health professional to manage various programs that protect, promote, and improve the environment in Washington County with the goal of preventing the public's exposure to environmental hazards. This position will work collaboratively as a part of the department's senior leadership team, reporting directly to the department director. This position will be responsible for managing environmental programs for the department; near-term priorities for this position include:Regulation of food and lodging establishments, swimming pools, manufactured home parks, cannabis and tobacco retailers, septic systems, hazardous and solid waste disposal, and public health nuisancesOperation of two Washington County Environmental Centers for collection of household hazardous waste and residential yard wasteDevelopment and operation of a wood recovery and utilization program and central county site for the collection and processing of tree material into usable productsImplementation of the Washington County Solid Waste Management Plan to sustainably manage materials and prevent wasteSupporting legislative efforts to advance policies that protect public health, reduce waste, improve recycling, and enhance environmental sustainabilityProviding education on food safety, recycling, groundwater protection and waste disposalWashington County Public Health & Environment values your experiences, perspectives, and unique identity. Work hours are primarily Monday through Friday between the hours of 8:00 am 4:30 pm. Evening and weekend hours may be required. Work schedules (hours and days) and location are subject to change based on department needs.Anticipated hiring rate: $113,048.00- $154,523.20 annually.E-Verify participation: Washington County participates in the federal E-Verify program. This means that Washington County will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization.Job SummaryThis is complex management and supervisory work of a varied nature. Work in this classification differs from the Supervisor classification in its responsibility for supervision and management of complex external relationships with other jurisdictions and program stakeholders. It includes responsibility for leading multiple department programs. Under the direction of the Department Director or Deputy Director, this position directs staff and supervisors to meet program and grant goals and objectives. When assigned to Community Health, develops and implements the Community Health Assessment, Community Health Improvement Plan, Department Strategic Plan, County ordinances, the Minnesota Department of Health's performance-related accountability requirements and administers various regional collaborations and joint powers agreements. When assigned to Environmental Health, ensures compliance with local code and ordinances related to delegated and regulatory programs, oversees the implementation of Waste Management Master Plan and Groundwater Plan and leads the operations of the county Environmental Centers.Employment criteria minimum qualifications: This position requires a Bachelor's degree in field related to area of assignment; Master's degree desired. Plan, develop and evaluate assigned programs. Manage joint powers boards and multi-county regional collaboratives working directly with County Commissioners and other subject matter experts (e.g. environmental consultants or service vendors). Monitor and evaluate overall program compliance; assure compliance with County ordinances and initiate enforcement actions with violators. Collaborate with cities, towns, State agencies and other stakeholders in the planning, development and administration of new programs, services and policies. Represent County on various professional and technical committees and workgroups at local, state and national levels. Research, compile and analyze data, prepare statistical and narrative reports; assess the need for and lead the development of new information management systems to effectively utilize program data. Develop and provide ongoing program and service information and education to stakeholders including citizens and business and industry in various public forums (e.g. public hearings, City council meetings or County Board presentations). Evaluate and recommend management systems and equipment as needed. Interpret state and federal rules and make program changes as needed. Identify and prepare the County to respond to emerging environmental health threats or concerns in the community. Provide periodic review of program policies and procedures. Resolve complaints within area of responsibility and develop successful solutions. Review and prepare data for legislative actions and evaluate impact on programs. Testify on behalf of County. Negotiate, prepare and monitor vendor service contracts. Participate in the development of specialized grants or other funding opportunities. Authorize service expenditures. Manage special or dedicated funds such as the County Environmental Charge (waste management service fee) or Septic Load Program in coordination with County Board, Administration, Accounting and Finance and internal and state auditors Supervise and lead assigned staff: Interview and make staffing decisions and/or recommendations. Provide work direction and review work for accuracy. Conduct performance reviews. Initiate disciplinary actions based on evaluation of work performance and in accordance with County policies, Rules and Regulations. Provides leadership and direction to teams and individual staff in collaboration with program supervisors. Guide supervisors/staff through changes in laws, processes, services or programs. Lead and/or coordinate internal County inter-departmental projects as directed by the Department Director, County Administrator or County Board members. Represent the department on collaborative planning and service delivery projects with a wide variety of community partners.
