Public Works DirectorThis position is responsible for the administrative, supervisory and investigative work of the Public Works Department. This is advanced professional and managerial work planning, organizing, implementing, and directing public works programs in the areas of public building maintenance, street and sidewalk construction and maintenance, storm water, traffic control, wastewater collection and treatment, water distribution, and public contract administration.Major Duties and Responsibilities:Develops and manages the departmental budgetProposes line item budget based on prior yearTracks expenditures on a monthly basisReceives and tracks monthly expenses to stay within budgetPrepares and distributes the appropriate information needed to prepare annual budgetOversees and maintains annual departmental budgetSupervises departmental personnel:Supervises all employees, establishing all scheduling practices and assigning appropriate tasksCompletes employee performance evaluations on a regular basisTracks and posts all scheduling, vacation time, comp time, and sick leave according to procedureOversees needed discipline and tracks all applicable documentationAssures professional development for each employeePerforms administrative duties related to departmental functions:Advises City Administrator regarding progress of projects and assigned jobsMaintains adequate inventories of supplies and equipmentDevelops bid specifications for equipment and/or projectsPurchases supplies following City policies and proceduresParticipates in the City's comprehensive planning processPrepares and monitors the City Capital Improvement Plan and the department budgetComplete all reports and paperwork as requiredParticipates in public relations and education:Communicates regularly with various stakeholders, including City staff, other government entities, contractors and developersDirects the implementation of transportation planning projects.Attends Council meetings and other meetings as requiredProvides technical assistance to city officials and the general public regarding public works issues as requestedEducation and Experience:The person in this position must have a high school diploma or its equivalent. Ten years of related work experience is preferred, with a minimum of seven years strongly recommended. An equivalent combination of education and experience will be considered.Licenses and Certifications:The person in this position must have a valid Class B commercial drivers license with airbrakes and tanker certification; encouraged/desirable to be able to obtain a class C Missouri Water Operators license and a DS3 license. Must be able to pass a pre-employment drug and alcohol test and random drug and alcohol testing. Must be able to complete confined space training. Must be able to complete competent person training/certification.Knowledge, Skills and Abilities:KnowledgeSupervisory principles, practices and proceduresProject management practices and proceduresCitys purchasing policies and proceduresInventory management principles and methodsProper maintenance, repair and use of heavy equipment, including aerial bucket lift truck, tandem axle dump truck and skid loaderKnowledge of engineering and planning principlesExcellent oral and written communication skillsBasic environmental standards for water, sewer and wastewater treatment systemsMaintenance methods of grounds, buildings and equipmentBasic civil engineering principlesBasic environmental standards for water, sewer and wastewater treatment systemsAbility to adhere to specific safety regulationsAbility to read blueprintsLayout of city streetsFederal and state statutes concerning the work of the departmentMathematical skills, including addition, subtraction, division, and multiplication as well as algebraic and geometric functionsGeneral functions and operations of municipal governmentSkills and Abilities:Apply supervisory techniques to practical situationsManage a departmental budgetDevelop bid specificationsEffectively negotiate contracts and other agreementsEffectively manage personnel, equipment and supplies to maximize departmental efficiencyRead and interpret engineering gradesUse various types of heavy equipment, including single axle dump truck and skid loaderUse common sensePay attention to detailComplete detailed work accuratelyWork effectively with a wide range of peopleMeet specified deadlinesPrioritize daily work flowWork as a team member with other employeesCommunicate effectively with others, both oral and writtenWork autonomously when necessaryHandle multiple tasks simultaneously with frequent interruptionsDeal with others in a professional mannerMaintain professional composure in heated situationsDevelop, implement and follow departmental and City policies and proceduresEffectively communicate with the public in a professional manner
