The Deputy Director of Programs within the Office of Justice Programs (OJP) exists to provide expert leadership, coordination, and management of programs that address public safety, crime intervention and prevention, crime victim services, crisis intervention, and improving the functioning of the criminal justice system. The Deputy Director of Programs provides policy, programming, and funding direction for OJP's grant programs. The incumbent is responsible for ensuring compliance with all state and federal regulations governing the operation of the OJP grant programs. This position is a member of the OJP senior leadership and management team that includes the Executive Director, three Deputy Directors, and the Directors of the Office of Missing and Murdered Indigenous Relatives and the Office of Missing and Murdered Black Women and Girls. DPS does not participate in E-Verify.Minimum Qualifications:Five (5) years of advanced level experience and knowledge in administrative management, grant administration, and public policy. Graduation from a four-year college or university with a bachelor's degree or higher may substitute for one year of required experience. Experience to include the following:Administrative Management: Experience in administrative management sufficient to plan, organize, and direct human and fiscal resources to achieve full productivity under changing circumstances. Supervisory experience including hiring, coaching, performance management, and team development.Grant Administration: Experience developing and implementing policies, procedures, and controls so that programmatic, administrative, and fiscal functions of grantmaking are consistent with statutes, regulations, and other requirements and funds are safeguarded. Experience with the administration or management of grant agreement contracts and other types of legal agreements including grant agreement development, developing and monitoring corrective action plans, and termination of grant agreements.Public Policy: Experience analyzing, interpreting, operationalizing, and communicating complex federal law, regulations, sub-regulatory guidance; and state statues, rules, and policy to provide policy, programming, and funding direction to public programs. Ability to work cooperatively with individuals from diverse backgrounds and underserved communities.Preferred Qualifications:Administrative Management: Experience managing program budgets, experience with state biennial budget process, and experience with federal funding cycles sufficient to ensure efficient use of resources and determine future funding needs. Experience working with State of Minnesota Enterprise Systems for budgeting, people management, grant administration.Grant Administration: Experience with accounting and operational functions of managing multiple federal funding awards across programs and funding years. Experience ensuring compliance of federal grant awards with Office of Management and Budget Uniform Guidance, 2 CFR Part 200. Experience adhering to State of Minnesota grant policies and statutes governing state grants. Experience with generally accepted accounting principles sufficient to analyze financial statements, audits, forecasts, and budgets. Experience with audits by federal funders and Office of the Legislative Auditor including gathering and transmitting program and fiscal information, responding to audit findings, and tracking completion of corrective actions.Public Policy: Experience with policy development, state and federal funding, and legislative processes sufficient to make legislative proposals to achieve program objectives.Physical Requirements: Requires occasionally moving and transporting such articles as file folders and small tools.
