JOB SUMMARY Under the supervision of the Sr. Director of Integrated Services, the Clinical Director of Residential Services, a role that is formally identified as the Director of Substance Abuse Counseling per state regulations, is responsible for providing clinical oversight of Eva's Village Halfway House programs as identified above. The Director of Halfway Houses oversees and supervises clinical staff to ensure that services are being provided as per state regulation standards. The Director of Halfway Houses is responsible for program growth and development within their respective program(s), and cross-coverage for the other halfway house programs and phases. JOB DUTIES The Clinical Director of Residential Services shall be responsible for the direction, provision and quality of substance abuse counseling services, including the following: 1. Developing and maintaining written objectives, policies and procedures, an organizational plan and a quality assurance program for substance abuse counseling services that are reviewed by the administrator; 2. Ensuring that the behavioral and pharmacologic approaches to treatment are evidence- based or based on universally accepted information to provide treatment services consistent with recognized treatment principles and practices for each level of care and type of client served by the facility; 3. Providing or ensuring, and documenting, that direct clinical supervision is provided at least one hour per week to all clinical staff, individually or in a group setting, with group supervision not to exceed 50 percent of supervision time, as well as any clinical supervision 4. Ensuring that substance abuse counseling services are provided as specified in the client treatment plan and coordinated with other client care services, if applicable, in order to provide continuity of care; 5. Ensuring that the assessment, diagnosis and treatment of clients with co-occurring disorders is provided by appropriately trained and qualified clinical staff and that the clinical supervision of such staff is provided; 6. Assisting in developing and maintaining written job descriptions for substance abuse counseling personnel and assigning duties; 7. Assessing and participating in staff education activities and providing consultation to facility personnel; 8. Providing orientation to and evaluation of new counseling staff prior to assigning them counseling responsibilities; 9. Ensuring that all counseling staff are properly licensed or credentialed in accordance with this chapter; 10. Participating in the identification of quality care indicators and outcome objectives and the collection and review of data to monitor staff and program performance; 11. Participating in planning and budgeting for the provision of substance a counseling services; and 12. Ensuring that clinical staff, including counselor-interns, are supervised by appropriately credentialed staff. Additional Duties: 1. Performs all procedures accurately, completely and efficiently for clients and staff in accordance with applicable program policies and procedures. 2. Assumes responsibility for the Halfway House Program design/development, implementation and monitoring of systems and operations, including revisions/alterations and updates as necessary, and all accompanying documentation. 3. Ensure within 72 hours of admission a comprehensive assessment of all clients is completed and screening for other co-occurring disorders and ASAM level of care determination 4. Ensure the development of a measurable client treatment plan upon 72 hours of admission of all clients 5. Ensures program schedules meet the requirements and standards set forth by Annex A. 6. Assumes responsibility for the development and upkeep of Client Handbook for the halfway houses. 7. Participates in staff education activities and providing consultation to facility personnel. 8. Providing or ensuring and documenting consultation to the substance abuse clinical staff through weekly multi-disciplinary team meetings to include continuum of care planning. 9. Conduct ongoing chart audits reviews on a weekly basis and review any findings in clinical supervision with staff. 10. Develop and manage schedule for in-service trainings on and not limited to evidence-based practices, trauma informed and mindfulness programming. 11. Assign clients to counselor caseloads and therapy groups. 12. Coordinates outreach efforts with public and private programs and social service agencies. 13. Maintain effective communications within the residences. 14. Assumes responsibility for assessing staffing needs to maintain a ratio of substance-abuse- counselors-to-clients on the basis of program census in conjunction with the Sr. Director of Integrated Services. 15. Oversees the professional evaluation of clinical staff in conjunction with the Sr. Director of Integrated Services. 16. Assumes responsibility for remaining current concerning trends/changes in the health care, sheltering and social service fields as they relate to assessing the need for alterations in current services and procedures. 17. Assists in the development, review and modification of policies and procedures for the Halfway House programs and applicable agency policies and procedures. 18. Oversees the implementation of compliance with all applicable policies and procedures. 19. Coordinates the services to ensure that services are provided in the most cost-effective manner, while being responsible for the physical and mental health needs of each program participant. 20. Works with the Education Coordinator for all educational programs, trips and activities for Halfway House programs. 21. Assures that services are provided in accordance with applicable grants, initiatives, Medicaid or Fee-for-Service or any other funding source. 22. Provides outcome measurements in collaboration with the Development Office. 23. Prepares for all monitoring and site visits, ensuring the department is in compliance with all state and federal regulations. 24. Completes all Plans of Correction resulting from all monitoring and site visits. 25. Promptly reports any problems concerning the breakdowns and wear and tear of the Residence to the Facilities Director. 26. May perform intakes and orientation to the program for new clients. 27. Shall carry a client caseload as required by the Clinical Administrator or the Clinical Administrator Designee. 28. Other projects and/or assignments as deemed necessary by the Clinical Administrator. QUALIFICATIONS 1. Be a New Jersey licensed psychologist with at least five years of experience in addiction services, two of those years in a supervisory capacity, who possesses a Certification of Proficiency in the Treatment of Alcohol and other Psychoactive Substance Use Disorders 2. Be a New Jersey licensed clinical social worker with at least five years of experience in addiction services, two of those years in a supervisory capacity, who is a certified clinical supervisor. 3. Be a New Jersey licensed professional counselor, or licensed marriage and family therapist, with at least five years of experience in addiction services, two of those years in a supervisory capacity. 4. Be a New Jersey LCADC with at least five years of experience in addiction services, two of those years in a supervisory capacity, who, in addition, holds a clinical Master's degree recognized by the State Board of Marriage and Family Therapy Examiners, Alcohol and Drug Committee, Division of Consumer Affairs, New Jersey Department of Law and Public Safety; Be a New Jersey licensed physician who is certified by the American Society of Addiction Medicine, or is a Board-certified psychiatrist, and has at least two years of supervisory experience in addiction services. 5. Be a New Jersey licensed advanced practice nurse with at least five years of experience in addiction services, two of those years in a supervisory capacity, or 7. Have a doctoral degree in human services, mental health or social work with at least two years of supervisory experience. EDUCATION: Master's (MA, MS, MSW, Med) preferred VJ Licensed Alcohol & Drug Counselor (LCADC) Vental Health license (LPC, LCSW) preferred Supervisory Certification (CCS/ACS) required EXPERIENCE: Thorough knowledge of 12-step Program, AA, NA, and the bio- psycho-social model of substance abuse/dependence Ability to speak read and write English. Must be able to work independently and complete assignments with minimal supervision. Good interpersonal skills required. Must maintain a professional demeanor and perform duties effectively in stressful/emergency situations.
