Director - Retailer ContractingUnder the direction of the Deputy Secretary of Gaming Operations, the Director of Retailer Contracting provides executive leadership and strategic oversight for all retailer contracting, onboarding, and compliance activities. This position is responsible for administering the retailer application and contract renewal processes, overseeing background investigations of prospective and existing Lottery retailers, and ensuring all contracting decisions align with statutory requirements, internal controls, and risk-mitigation standards. The Director oversees gaming terminal allocations and placements, ensures retailers meet contracting requirements, monitors gaming equipment installation activities, and coordinates gaming terminal and vending machine rollouts and initiatives. The position also oversees the recovery of outstanding retailer payments resulting from returned bank sweeps and serves as the agency's subject matter expert on retailer contracting activities.Essential duties include: ensuring retailers and players are aware of the Lottery's Responsible Gaming program; providing strategic oversight for customer service initiatives; collaborating with the Director of Sales, Corporate Sales Manager, and District Managers to support the recruitment of new retailers; coordinating retailer training and installation of lottery terminals for retailers; ensuring background investigation, screening, and approval processes support the selection of retailers best suited to serve the public and mitigate risks; communicating with the Director of Sales and District Managers regarding the recovery of payments due to the Lottery from retailers; developing staff capabilities through training, coaching, and professional development opportunities; authorizing the suspension or termination of retailer contracts; developing fiscal year spending plans; directing the process requiring prospective Lottery retailers to post bonds or Certificates of Deposit; collaborating with Office of the General Counsel and other divisions; reviewing, approving, and signing formal correspondence to retailers; overseeing communications relating to vending machine placement, sales suspension, and contract actions; ensuring accuracy and integrity of retailer information; collaborating with Gaming Operations and system vendors; overseeing workforce planning; driving a culture of continuous process improvement; designing, monitoring, and evaluating operational performance measures; working with Gaming System Contract Administrator; directing the development and maintenance of terminal provisioning and notification processes; directing the completion of regular operational process reviews; providing leadership and oversight during external audits; leading by example and demonstrating a servant-leadership approach; keeping executive management abreast of major public inquiries; driving professional development initiatives; developing continuous improvement plans; leading with a hands-on, collaborative approach; participating in agency-wide strategic planning initiatives; and performing additional duties as assigned.Knowledge, skills, and abilities include: knowledge and understanding of Retailers of Lottery Tickets, Section 24.112 Florida Statutes, and Lottery Retailer Rules; knowledge of the Lottery's policies and procedures regarding retailers; knowledge of financial principles related to retailer settlements, debt recovery, risk assessment, and data analysis for decision-making; knowledge of retailer recruitment strategies, retailer demographics, and market trends; knowledge of change-management principles; knowledge of executive principles, leadership practices, and organizational development strategies; knowledge of business structures, ownership models, and financial risk factors; knowledge of terminal provisioning processes, equipment allocation strategies, and vendor coordination requirements; knowledge of internal control principles, regulatory requirements, and operational safeguards; knowledge of customer service frameworks, service delivery standards, and best practices; ability to manage confidential, sensitive, and proprietary information; ability to coordinate responses to internal and external audits; ability to communicate professionally; ability to analyze complex operational issues; ability to communicate complex operational, financial, and compliance information; ability to use contracting, compliance, financial, and reporting systems; ability to plan, organize, direct division-level operations; ability to quickly assess evolving operational situations; ability to collaborate effectively; ability to respond to urgent operational matters; ability to research, interpret, and analyze data; ability to evaluate consumer and corporate credit data; ability to manage multiple complex priorities, projects, and operational functions; and ability to assess employee performance.Other job-related requirements include: successful passing of a criminal background check; maintaining strict confidentiality of information learned while working with the Florida Lottery; and statutes establishing or defining work performed, Chapter 24, Florida Statutes.
