Deputy CommissionerThe New York City Department of Correction (DOC) is an integral part of the City's evolving criminal justice system, participating in reform initiatives and strategies aimed at moving the City towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees, individuals in our care, visitors, and volunteers. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with more than 7,500 diverse professionals and knowledgeable experts. The DOC seeks to employ a Deputy Commissioner who will partner with uniform and non-uniform personnel to develop, coordinate, and implement a wide range of programs for the Department's Health Affairs, Quality and Compliance, and Nutritional Services Division. Reporting directly to the First Deputy Commissioner, the incumbent will collaborate with Senior Executive staff to ensure that facility leadership and staff adhere to all Federal, State, City and local regulations pertaining to incarcerated individuals' health services and programming. The incumbent will also oversee audit and compliance functions, and environmental health compliance, and be expected to make recommendations and document observations on whether tasks and duties outlined within agreed upon plans of action have been satisfactorily performed, reporting such findings to the Commissioner and First Deputy Commissioner.Health Affairs Division: In close partnership with the New York City (NYC) Health and Hospital's (H+H) Correctional Health Services (CHS), the Health Affairs Division oversees the coordination of health services for people in custody. The successful candidate will be responsible for developing, monitoring, and enforcing processes and policies to measure, evaluate and improve all aspects of health services provided to people in the Department's custody and will work closely with the Executive Team to develop plans of action to improve and enhance current operations and improve the quality of care. This will include analyzing data, identifying trends, establishing appropriate timelines, and monitoring progress. Additional responsibilities will include but are not limited to: supporting and coordinating CHS's delivery of all health care services, including both regular and emergency medical, psychiatric, counseling, dental, addiction and HIV treatment services; consulting with the Deputy Commissioner of the Legal Division concerning the impact that laws, rules, regulations, official orders, directives, policies and procedures have upon the operations of various Departmental wide health related programs; coordinating with the City's Department of Health and Mental Hygiene (DOHMH) and H+H to facilitate the delivery of relevant health services; and partnering with community-based providers to obtain grant funding that complements and strengthens the above programs.Quality The incumbent will oversee the monitoring and measuring of the quality of the Department's service delivery to the persons in custody as required by the minimum standards set forth at RCNY Title 40, oversight bodies such as the NYC Board of Correction, the New York State Commission on Correction, and associated consent decrees and settlement agreements. Such responsibility includes creating in-custody death forensic reports, collecting data, maintaining dashboards, and disseminating performance "scorecards" and reports to Department leadership. Compliance The incumbent will oversee the Department's compliance with the Americans with Disabilities Act (ADA), and City, State and federal environmental health regulations, and associated consent decrees and settlement agreements. Such responsibility includes oversight of the ADA Unit and the Environmental Health Unit. Additionally, the Incumbent will be responsible for ensuring compliance with the New York City Comptroller's Directive 1 and Directive 7. Such responsibility includes oversight of the Internal Audit Unit and the Engineering Audit Unit. Nutritional Services The incumbent will be responsible for providing executive managerial oversight of the Nutritional Services Division (NSD).
