Air Reserve Technician (ART) PositionHelp The primary purpose of this position is: As an Air Reserve Technician (ART) position, to serve as a first level supervisor over subordinate C-130H Flight Engineers and as an aircrew member. Supervises, plans, directs, and manages operational and training matters pertaining to assigned C-130H Flight Engineers. In addition, performs aircrew duties as an instructor Flight Engineer in the unit assigned aircraft.Responsibilities:Supervises flight engineers operations and performs aircrew flight engineer instructor duties. Provide training, instruction, and evaluations that result in the initial flight qualification of all aircraft flight engineers; Conducts in-flight, classroom and on-the-job training of Reserve and ART flight engineers.Prepare lectures, demonstrate, plan, review and revise training plans and schedules. Advises organizational commander or staff agencies on status of flight engineer activities and adequacy of equipment. Develops and provides technical flight engineer upgrade and proficiency training and instruction to Reserve aircrew members and ART personnelPerforms aircrew visual inspection; non-scheduled aircraft maintenance; and preflight, through flight, and post flight inspections of aircraft away from home station. Maintains aircraft forms and records during flight and while aircraft is away from home station.Computes aircraft weight and balance to ensure specified limits are maintained. Determines engine fuel consumption using airspeed, atmospheric data, charts, computer, or electronic calculator. Assists pilot or performs engine starts, and monitors run-up, flight operations, and engine shutdown. Controls, monitors, and regulates aircraft systems such as electric, communication, navigation, hydraulic, pneudraulic, fuel, air conditioning, and pressurization; ventilation; auxiliary power unit; and lubrication systems.Observes warning indicators and light for fire, overheat, depressurization, and system failure.Performs duties as gunner, hoist operator, and cargo sling operator. Visually monitors aircraft clearances (interior and exterior), identifies proximal threats to the aircraft and initiates corrective actions (aircraft scanning). Organizes flight engineering standardization, qualification, and other requirements of flight engineer logs, reports, and records for accuracy, completeness, format, and compliance with current directives.Directs standardization of flight engineer performance in conjunction with aircraft performance engineering, engine conditioning, and preventive maintenance programs.Requirements:U.S. Citizenship is requiredMust be a current member of the AF Reserve or willing/qualified to joinA Top Secret security clearance is requiredIf authorized, PCS may be paid IAW JTR and AF Regulations. No specific length of experience is required. The qualifications of SUPERVISORY FLIGHT ENGINEER (INSTRUCTOR) in the Air Force are directly related to the completion of prerequisite training rather than years of experience. Applicants for all positions must have logged the minimum number of hours indicated below in the performance of SUPERVISORY FLIGHT ENGINEER (INSTRUCTOR) duties. Applicants must have been qualified as SUPERVISORY FLIGHT ENGINEER (INSTRUCTOR) within 8 YEARS of the date of application. Applicants for instructor or examiner positions must be within the past 8 YEARS instructor or examiner qualified in the specific type of aircraft.Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions:Applicants must have served at least 52 weeks at the GS-10 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.Flying Hour Requirements:SUPERVISORY FLIGHT ENGINEER (INSTRUCTOR) GS-2185-11: Must have been awarded or qualify for a CEA AFSC and hold a valid aviation service aeronautical order. Must be currently qualified as Instructor in MDS.Knowledge, Skills and Abilities (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:Knowledge is mandatory of electrical, communication, navigation, mechanical, hydraulic, and pneumatic systems applying to aircraft and related systems, flight theory, minor in-flight maintenance; personal equipment and oxygen use; aircraft emergency equipment; and using and interpreting diagrams, schematics, aircraft performance charts, loading charts, technical publications and flight manuals.Knowledge of the methods of instruction, aircrew training program requirements, procedures, and standards of performance; and skill to apply this knowledge in planning, developing and executing unit training/evaluation programs.Ability to plan, organize, and directs the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing.Knowledge of safety and security regulations, practices, and procedures. Knowledge of personnel management rules and policies related to supervision of subordinates.Knowledge of flying operations, command center communications, intelligence procedures, and current operations which includes worldwide deployment of aircraft, and the relationships of the various Air Force Reserve entities, other MAJCOMs and Air Force in overall planning and execution of military operations and evaluations.Other Significant Facts Pertaining to this Position:This is an Air Reserve Technician (ART) position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies. The incumbent's regular assignments are ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities.Must attain and maintain mission-ready status at the appropriate crew qualification level in the unit's assigned aircraft. Periodically, as prescribed by regulations, must take and pass written and in-flight standardization evaluation examinations to include random no-notice evaluations.The incumbent is exposed to physiological hazards of flight. Additionally, is exposed to the extreme hazard of working around open doors in flight and the extreme hazards induced from operating aircraft in an actual or simulated tactical environment, which may include but not limited to, combat aircrew training sorties, aggressive maneuvers, low level flight, formation flight, aerial refueling, airdrop, maximum effort takeoffs, maximum effort landings, and un-pressurized operations at high altitude. Incumbent is also exposed to physical and psychological demands of routine lengthy missions (up to 24 hours duration), must work in confined, hazardous noise areas, is subject to inclement weather during ground operations and dangerous environmental conditions during flight, and may operate in austere location.May be required to maintain flight examiner qualifications and prior experience as a standard/evaluation flight examiner is a prerequisite for this position. Periodically, as prescribed by regulations, must take and pass written and in-flight standardization/evaluations to include random no-notice evaluations.This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of Gun Control Act (Lautenberg Amendment) of 1968.
