Human Resources/Payroll ProfessionalWe are looking for an experienced Human Resources/Payroll Professional to lead critical initiatives in HR and payroll system implementation for a government organization utilizing Tyler Technologies Munis software. This role requires expertise in HR processes, change management, and technology optimization for a lean team environment. This is a long-term contract position offering the opportunity to make impactful contributions to organizational efficiency and growth.Responsibilities:Oversee the implementation of HR and payroll modules within the ERP system, ensuring alignment with organizational goals.Collaborate with finance and HR teams to streamline processes and recommend best practices for system usage.Develop and execute change management strategies, including the evaluation and improvement of policies and procedures.Identify and address inefficiencies in HR workflows and provide solutions to enhance productivity.Act as a liaison between internal stakeholders and external vendors to ensure smooth system integration.Provide guidance and training to team members on the effective use of HRIS and payroll systems.Assist in documenting processes to establish a strong operational foundation for the HR department.Evaluate existing technologies and recommend tools to optimize payroll and HR operations.Support union and non-union employee payroll processes, ensuring compliance with legal and policy requirements.Work closely with the incoming HR Director to design and implement sustainable policies and organizational practices.Requirements:Proven experience managing ERP system implementations, particularly in HR and payroll modules.Strong background in HR processes, compliance, and policy development.Familiarity with Tyler Technologies Munis and NeoGov systems is highly desirable.Expertise in change management and the ability to lead organizational transitions effectively.Solid understanding of payroll processing, including union and non-union employee considerations.Ability to evaluate and recommend technological solutions to improve HR efficiency.Excellent communication and collaboration skills to work across departments and with varied stakeholders.Experience in training and mentoring teams on new systems and processes.
