This senior executive position reports directly to the Chief Medical Officer, and is primarily responsible for supporting and leading the finance, compliance, quality, and business operations of the Compass Health Network pharmacies. In addition to the management of the company-owned pharmacies, the position oversees the management of the 340B program, contract pharmacies, pharmacy supply chain management, revenue integrity, and billing & charge master management. The position will oversee pharmacy directors to ensure Compass Health Network pharmacies & the 340B program are achieving regulatory standards, managing complex contractual agreements, reducing non-labor expenses, providing exceptional internal & external customer service, supporting improved health outcomes, access to affordable medications, and implementing effective supply chain strategies.

ESSENTIAL FUNCTIONS – JOB SPECIFIC

• Provides strategic leadership for optimization and expansion of Compass Health Network-owned pharmacies and 340B program directly overseeing Directors of Pharmacy and Vice President of 340B Administration
• Serves as the Compass Health Network 340B Authorizing Official responsible for 340B OPAIS accuracy, monitors newly passed legislation and guides program changes, and reviews and negotiates new 340B contracts
• Directs the development, planning, prioritization, implementation, compliance and leadership of the 340B Program, pharmacy supply chain, and revenue integrity function for the pharmacy department
• Oversee and maintain 340B program structure, oversight, and policies & procedures that fulfills regulatory requirements and optimizes financial savings for the organization
• Serves as a member of the 340B program committee, and reports results to Senior Leadership, following appropriate communication channels, and attends meetings to address program issues as required
• Develops and oversees regular auditing program, evaluates necessary self-reporting in partnership with compliance department and other stakeholders, and program changes when needed
• Defines and maintains monthly dashboard of outcomes and key performance indicators that align with pharmacy goals and strategy
• Oversees preparation and maintenance of accurate, coherent, timely, and auditable records as required for 340B program participants and by state and federal rules & regulations
• Maintain and optimize pricing, billing, and revenue integrity for Compass Health Network-owned pharmacies in partnership with the Compass Health Network Chief Financial Officer and finance department. Assess opportunities for cost savings
• Oversees annual budget preparation and adherence to operating budget during the fiscal year
• Develops policies and procedures related to Compass Health Network pharmacies and 340B program
• Develops short- and long-term strategic plan for all Compass Health Network pharmacy activities and opportunities including expanding access to pharmacy services and new 340B savings opportunities
• Performs and/or oversees ongoing assessment, review and update of departmental procedures, processes and workflow to produce high-quality, cost-effective delivery of products and services and ensure fundamental compliance infrastructures are developed, monitored and followed
• Develops inventory control procedures and monitors drug inventory activities across all service lines, including drug shortage and recall management
• Implements Policies and Procedures that ensure the pharmacy department provides optimal pharmaceutical services that meet all legal rules & regulations, accreditation standards, and certification requirements
• Ensures accuracy in month end financial reporting and works with finance leaders to resolve discrepancies
• Provides system pharmacy service line budget oversight and supports budget variance reporting
• Coordinates and participates in staff training and competency assessments for program equipment, supplies, and techniques. Develops programs, roles/responsibilities, and program algorithms as appropriate
• In conjunction with other departments/contacts, reviews direct reports related to job performance, provides coaching & training when needed, and completes evaluation per Compass Health Network policies
• Directs special projects and business analyses as directed by the Chief Medical Officer and Compass Health Network Executive Team
• Ensures Compass Health Network is compliant with all state and federal pharmacy regulations and requirements
• Oversees and/or facilitates 340B program training for providers and clinical teams to ensure program compliance and timely updates
• Performs other duties as assigned
