The Sr VP of FA provides executive leadership for facilities development and real estate functions which include strategy, planning, pre-development, development, acquisition, site acquisition, capital financing, facilities compliance for senior housing, assisted living, memory care, and life plan communities, and other facilities owned, leased, and/or managed by Presbyterian Villages of Michigan (PVM) which advance PVM's Mission, strategy, and comprehensive Facility Advancement (FA) strategic initiatives.ResponsibilitiesEssential Job Duties and Responsibilities may include but are not limited to:Develops and recommends the FA Business Plan 5-year strategy and planning, including coordination and integration with other PVM Departments, Villages, and PVM Foundation. Presents the FA Business Plan to the FA Committee for recommendation to the PVM Board of Directors for final approval.In conjunction with FA Committee Chair and President/CEO, help to develop, maintain, and support a strong FA Committee; seek and build broad involvement with strategic direction for FA matters.Leads the development, redevelopment, repositioning, renewal and/or expansions of existing PVM communities that are in alignment with PVM's system-wide strategic directions and initiatives and the FA Business Plan, with the leadership of Village specific management and Board, PVM and PVMF management, and the FA Committee.Leads the development of new senior living communities and the facilities of other programs that are in alignment with PVM's system-wide strategic directions and initiatives and the FA Business Plan, with the leadership of the local Board, other stakeholders, PVM, PVMF and the FA Committee.Leads the concept planning, master site, and program planning process in alignment with the FA Business Plan, in collaboration with the leadership of the Village specific Board and other stakeholders.Leads the organizational development around FA, including staffing and consultants support to effectively plan, monitor, execute, and deliver FA Business Plan.Leads the proposed capital formation of FA projects, in close collaboration with the Senior Vice President of Finance and Obligated Group Operations, through applications for government funding (e.g. Capital Advances, HOME, supplemental grants, etc.), equity funding (e.g. LIHTC, NMTC, etc.), and debt financing (e.g. HUD, MSHDA, commercial, CDFI, etc.). Closely collaborates with PVM Foundation on philanthropic capital.Responsible for generating paid development fees and consulting that are consistent with the FA Business Plan, annual operating budgets and multi-year proformas.Responsible to promote energy efficiency, environmental design and sustainability features in FA projects, including the pursuit of LEED certifications, where deemed provide organizational benefits (both economic and social).Exercise of discretion and independent judgment with respect to matters of significance for the organization related to the FA Department, including but not limited to supervising the Director of Real Estate, FA Project Manager, and Project Analyst in managing all real estate and development related activities and projects associated with the FA Business Plan and Director's responsibility in the asset management of undeveloped land owned by PVM and PVM related entities.Supervises, trains, delegates to, counsels, provides input on professional development of the FA Project Analyst, whose function primarily serves a finance role.Consults with Director on the RFP/RFQ process, hires, manages, delegates to, counsels and negotiates and terminates contracts with architects, general contractors, engineers, attorneys, consultants, and other third party vendors for FA related projects and activities, and advances PVM's strategic priority interests in fostering heightened Diversity, Equity, Inclusion, and Justice.Leads the organizational development and approach to FA related work. During the period when the approach is an integrated use of PVM colleagues in other disciplines, the VP and Director ensures that all individuals understand their roles and responsibilities, are held accountable to their responsibilities, are well informed of ongoing activities, and establish timing of their deliverables.Collaborates with the President/CEO and Senior Vice President of Finance and OG Operations in the process of setting mission and economic return criteria associated with project selection and resource allocation to projects within FA.Collaborates with the President/CEO and Senior Vice President of Finance and OG Operations in the discussion on partnering criteria and selection for FA projects.Responsible for development and monitoring of risk analysis and mitigating strategies and action plans on each FA project.Provides leadership for the project financial feasibility analyses of potential development opportunities in conjunction with PVM staff (and specific coordination with the Senior Vice President of Finance and OG Operations and VP of Housing), collaborators and third party consultants, including compiling assumptions that inform the financial proforma drafting and modification by the Project Analyst, along with market penetration analyses, cost-benefit analyses on a project by project basis and overall FA portfolio management, and in conjunction with Obligated Group needs.Represents the organization at public hearings and other speaking engagements.Works in concert with selected PVM executive colleagues, including the President/CEO, SVP of Finance and OG Operations, SVP and VP of Housing, in developing and nurturing relationships with HUD, MSHDA, and commercial lenders, the limited and co-general partners, etc. to promote favorable strategic, development, and operational success.Maintains and updates knowledge of all legal, regulatory, administrative and technical issues impacting FA initiatives and activities. Ensures compliance with all applicable laws and governmental regulations, administrative, labor, environmental and legal requirements, etc.Attends and participates in all appropriate FA Committee meetings and other PVM meetings as assigned. Serves as Staff Liaison to the FA Committee.Shares the leadership with the President/CEO and SVP/CFO/OG Ops associated with the non-facilities advancement business development functions, including assessing the alignment with the PVM Strategic Plan and the appropriate return on investment.Actively strategize and pursues the capital financing necessary to fund authorized business development initiatives, in close collaboration with SVP/CFO/OG Ops and VP of Facilities Development.Serves as a Member of the PVM Executive Team.Assesses data and submits reports (verbal and written) regarding any and all issues affecting FA operations.Ensures the timely organization and electronic filing of supporting documentation for all FA projects.Leads the development of annual operating and pre-development advance budgets for FA department, provides variance analysis, and related forecasting.Embraces, upholds, and promotes Presbyterian Villages of Michigan's mission, vision, beliefs, values, strategic directions, initiatives and Servant Leadership. Creates and maintains a positive atmosphere of leadership including continuous quality improvement, teamwork, mutual respect, professionalism, and accountability.Maintain Service Excellence Core Values during employment and servicing residents, staff, volunteers, leaders, vendors, and all associated with the organization.Attend and participate in all appropriate meetings and training opportunities in order to keep informed on current information and skill development.Follows established policies and procedures including but not limited to: Presbyterian Village employment policies and procedures, departmental policies and procedures, safety policies and procedures, federal, state and local regulations.Qualifications Masters Degree in development, finance, project management, urban planning, construction, real estate, and/or experience commensurate with a masters degree.Experience: Eight to ten years of successful experience in facilities development and finance, project administration, senior living, healthcare and/or related field.A professional level of knowledge of principles and practices of the senior/subsidized housing market, sustainable development, and preservation.Knowledge of Project Management Institutes (PMI) Project Management body of Knowledge (PMBOK); Project Management Professional (PMP) Certification preferred, but not required.Working knowledge of community based and supportive services and other resources for older adults.Knowledge of the aging process, older adult services, disability services, eligibility for and procedures of federal and applicable state entitlement programs.Development Related Qualifications- Skill in handling all interactions with program participants, landlords, public regulators, the public and others with tact, diplomacy, compassion and professionalism.Skill in handling all interactions with HUD, MSHDA, LIHTC syndicators/investors, NMTC syndicators/investors, organizations providing other forms of public financings (i.e. HOME, FHLB), Public Housing Commissions/Authorities
