Deputy Controller for Payroll, Bureau of ControllerJob Description: The Deputy Controller will report to the agency Controller and oversee the Payroll Office of approximately 30 payroll and timekeeping staff. Job duties and responsibilities include overseeing the operations of the Payroll Office, ensuring compliance with all directives, policies and procedures regarding payroll matters, overseeing the agency's timekeeping functions, reviewing and analyzing collective bargaining agreements, supervising the audit of all payroll processing activities, critically reviewing and analyzing current payroll procedures, managing payroll systems, partnering with Human Resources and the Division of Information Technology to streamline payroll-related systems and processes, leading and responding to internal and external audits conducted by federal, state and city agencies regarding payroll matters, maintaining and updating payroll policies and procedures, and conducting training as needed/required. Preferred skills include advanced working knowledge of the NYC Payroll Management System, CityTime, NYCAPS and CHRMS, 5+ years in NYC government finance, payroll, or operations, strong organizational, leadership, interpersonal and communication skills, knowledge of and ability to interpret city-wide policies and procedures issued by the NYC Office of Payroll Administration, Department of Citywide Administrative Services, Office of Labor Relations and Office of the Comptroller, knowledge of and ability to interpret the Citywide Agreement, the Collective Bargaining agreements for DC37, OSA, Local 1180 and Managerial and Original Jurisdiction employees, and knowledge of public sector accounting principles, procedures and systems.Qualifications: Candidates who meet the education and experience requirements as described below for Administrative Business Promotion Coordinator I will also be considered: Education and experience requirements include a master's degree from an accredited college or university with a major in business administration, public administration, urban planning, economics, urban affairs, marketing research, finance, or political science and three years of satisfactory full-time professional experience handling business promotion related to capital projects, urban planning, economic development, or financial development at least two years of which must have been in a managerial or executive capacity; or a baccalaureate degree from an accredited college or university and five years of satisfactory full-time professional experience as described in "1" above, including two years of managerial or executive experience described in "1" above; or a satisfactory combination of education and/or experience equivalent to "1" or "2" above. Thirty (30) graduate semester credits from an accredited college or university will be considered equivalent to one year of the required experience.
