Position Summary
The Director, Pipeline Strategy and Operations is both the player and coach for all aspects of the Pipeline. This role is responsible for overseeing all pipeline operations, maintenance, environmental, and safety activities, as well as pipeline strategy, planning, and improvement projects. This role demands a strategic focus on not only maintaining robust pipeline operations but also enhancing the logistical framework necessary for the efficient movement of refined and gaseous products, particularly SAF, RD, Naphtha and hydrogen, within and beyond the Southern California region.
Key Responsibilities:
- Pipeline Strategy Development: Develop and implement comprehensive strategies to ensure seamless transportation of fuels, with a strong emphasis on pipeline connectivity and redundancy systems. This includes establishing solid plans for fuel distribution, especially in scenarios where limited sources serve critical infrastructures like ports. Create detailed project plans for all aspects of the future pipeline to include both the strategy as well as the execution.
- Regulatory and Environmental Compliance: Ensure compliance with all State, DOT, and PHMSA regulations, as well as company policies and procedures. Lead internal and external compliance reviews and maintain a keen awareness of environmental and safety regulations impacting pipeline and logistics operations.
- Emergency Response Leadership: Direct DOT incident and emergency response activities, including spill drills and exercises. Strategically manage emergency logistics to prevent and mitigate disruptions, particularly in port areas.
- Stakeholder and Community Relations: Act as the company's liaison with Federal, State, and local regulatory agencies on pipeline safety and logistics compliance matters. Build and maintain strong relationships with local port authorities and community stakeholders, leveraging extensive local knowledge and networks.
- Operational Oversight: Provide daily direction to contractors, consultants, and staff, ensuring the alignment of engineering designs with logistical and construction needs. Support public awareness campaigns, damage prevention initiatives, and the Integrity Management Program (IMP).
- Data Management and Trend Analysis: Oversee a centralized data collection system to track Pipeline Safety Compliance. Perform analyses on compliance-related activities and proactively monitor regulatory developments to integrate relevant changes into company policies.
Required Work/Skills/Knowledge Experience:
Experience:
- A minimum of 15 years of progressively responsible experience in regulated hazardous liquids pipeline and refined product logistics.
- Experience in managing pipeline(s) in a public domain and all encompassing issues.
- Demonstrated expertise in managing complex pipeline systems, with a proven track record in petroleum refinery design, construction, engineering, and maintenance of pipeline projects.
- Proven strategic planning and emergency response management skills, particularly within the Southern California area, with substantial experience in handling operations that impact port facilities and major infrastructure.
- Proven track record in interpersonal leadership with demonstrated capability to manage teams of people including those that do not report directly; must have the ability to make practical decisions and the ability to influence and communicate with diverse audiences.
Knowledge:
- In-depth understanding of DOT and PHMSA regulations, including familiarity with CFR 192 and 193.
- Deep institutional knowledge of logistics and pipeline operations, particularly within the Los Angeles Basin, highlighting the logistical challenges and opportunities in the region.
- Deep understanding and experience with a variety of fuels that will need to run through various pipelines and the requirements for each within the pipeline.
- Extensive knowledge of port operations and the dynamics of stakeholder management within a complex regulatory and community environment.

- Exceptional people skills with the ability to engage and communicate effectively with diverse audiences and stakeholders.
- Strong strategic and systems thinking capabilities necessary for high-level decision-making and problem-solving.
- Proven ability to lead cross-functional teams in high-stakes environments, ensuring compliance and safety while maintaining efficient operations.
Education:
- Bachelor of Science Degree in Civil, Chemical, or Mechanical Engineering
