Code Enforcement SupervisorThe City of San Jose's Department of Planning, Building, and Code Enforcement serves to ensure the orderly and safe development of private properties, compliance with all applicable building, zoning, and quality of life ordinances and regulations, and to promote healthy and safe community standards. This is accomplished by departmental staff in service to customers by:Assisting and guiding land use and development to promote long-term goals and objectives that render safe, beneficial, and more sustainable communitiesProviding orderly administration and compliance of building codes, as mandated by the various levels of government, to ensure the construction of buildings, homes, and structures meet intended life safety and structural requirementsInvestigating and resolving citizen complaints of municipal code violations on private property in order to promote, maintain, and improve quality of life issues that better allow for safe and harmonious conditions in all neighborhoodsThe Department is seeking applicants who are committed to understanding, executing, and improving the customer experience to best achieve the above goals and objectives. This includes providing excellent service and guidance to residents, property and business owners, developers, and other stakeholders throughout the planning, building, and code enforcement processes. Strong communication and interpersonal skills are essential, as the department values building positive relationships and fostering collaboration with other departments, agencies, and the community. Additionally, applicants who possess a strong knowledge of planning principles, building codes, and/or regulatory requirements will be highly valued, as they will play a key role in ensuring compliance and promoting healthy, safe, and sustainable development practices.The primary goal and objective of the Division is to work, in conjunction with property owners, business owners, and residents, to promote and maintain the health, safety, and quality of life for all neighborhoods, by facilitating compliance with City Municipal Codes and standards on private property. This includes aspects ranging from the quality of residential housing conditions to land-use zoning and business activities within all neighborhoods to ensure the highest health, safety, and quality of life for all neighborhoods.These goals and objectives are achieved through outreach, education, inspection, and administrative enforcement. The Code Enforcement Division is divided into the following three sections:Field Operations: Includes two core programs the Multiple Housing Program and Community Development Block Grant Program which provide proactive inspections, complaint response, and enforcement of rental units in buildings with three units or more.Special Operations: Includes the General Code Program which provides complaint response, inspection, and enforcement to all single family, condominium/townhomes, duplex, commercial and industrial private property city wide, and Special Programs which enforce municipal code regulations for various business types such as vacant buildings and storefronts, tobacco retail licensing, and abandoned shopping carts.Admin & Call Center: Provides front line customer service and support to staff in administrative functions.The Department's Code Enforcement Division ensures private properties are in compliance with building, zoning, substandard housing, blight, and other various Municipal Codes through outreach, education, inspection, and administrative enforcement by way of the following activities annually:Conducting approximately 8,300 residential inspections within 1,760 multiple-housing buildingsResponding to and resolves approximately 3,300 General Code casesPerforming annual inspections of approximately 1,100 local businesses within the special programs categoriesResponding to approximately 8,7000 customer phone callsSalary Range: $119,661.36 - $145,934.88 AnnuallyThis salary range includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates' qualifications and experience.Duties and ResponsibilitiesThe Planning, Building and Code Enforcement Department is currently recruiting to fill one Full-Time Code Enforcement Supervisor position in the Code Enforcement Division.Under minimal supervision, and with considerable latitude for initiative and independent judgment, this position develops, implements, and coordinates a variety of projects and programs that promote, support, and integrate community involvement into Code Enforcement governance. The Code Enforcement Supervisor serves as a bridge between the community and the Code Enforcement Division-addressing concerns and inquiries from residents, City Council, community stakeholders, and neighborhood organizations; organizing outreach efforts; developing educational resources; and coordinating with internal staff and departments to strengthen communication and improve community outcomes.Essential duties and functions may include the following. Other related duties may be assigned.Plans, develops, and implements strategies and programs to facilitate community involvement with Code Enforcement programs and initiatives.Develops and implements Code Enforcement policies, procedures, and protocols designed to engage community input on various Code Enforcement programs and initiatives.Conducts neighborhood needs assessments and meets with neighborhood residents, leaders, and community groups to identify needs and available resources.Plans, organizes, and conducts outreach to educate and inform the general public about Code Enforcement programs, processes, services, regulations, and resources.Facilitates public dialogues and consensus building to identify and resolve issues between the Code Enforcement and various community stakeholders.Attends and/or assists with planning and implementation of special activities or programs, including Code Enforcement-sponsored events, neighborhood association engagement events, community meetings and workshops, and community-involved clean-ups or beautification efforts.Assesses community concerns, values, and opinions on Code Enforcement services, programs, and initiatives, and presents findings to Code Enforcement leadership.Consults with Code Enforcement staff and coordinates with Public Information Team to develop and implement training materials, bulletins, presentations, and disseminate information through all forms of media.Establishes and maintains effective relationships with community leaders, City officials, other departments, public agencies, relevant private organizations, the media, and the general public.Informs City officials of community issues through written reports, meetings, emails, and community meetings as needed.Organizes community events and meetings with Code Enforcement staff.Coordinates and facilitates community research and responses to technical documents issued by City departments, developers, and other jurisdictions.Develops and provides training to neighborhood community members, stakeholders, and partners.Maintains and prepares reports and administrative record-keeping systems for outreach and engagement activities.Evaluates operations, services, and training as assigned, and makes recommendations for improvement in efficiency and effectiveness of service delivery programs.Represents the Code Enforcement at Council and Committee meetings, boards and commissions, community events, etc. as directed.Knowledge, Skills & AbilitiesMust possess required knowledge, skills, abilities, and experience and also be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.Knowledge of:Community and neighborhood engagement and development techniquesCode Enforcement practices, policies, and proceduresState and local government organizations, functions, and proceduresPrinciples of public administrationSupervisory techniques and principlesState Housing Act, Uniform Housing Code, Uniform Building Code, and Municipal CodesSkilled in:Oral and written communicationHandling multiple tasks and prioritizingUsing computers and related softwareData analysis and problem solvingPlanning and organizingConflict resolution and negotiationAbility to:Develop new initiatives and work with service providers to plan and coordinate servicesEstablish and maintain good working relationships with City employees and the publicWork with community representatives to identify and address local needsWork with frequent interruptions and changes in prioritiesWork effectively with individuals from diverse backgrounds, including community leaders, residents, service providers, local officials, and elected representativesAdjust strategies to neighborhood needs and coordinate resources to support compliance and community well-beingMinimum QualificationsEducationCompletion of a Bachelor's Degree from an accredited college or university.ExperienceThree years of journey level experience enforcing public agency codes and ordinances related to housing, building construction, zoning, health, safety, solid waste facilities and signs.Acceptable SubstitutionsAdditional two years of journey level experience may substitute for up to two (2) years of the required education.Licenses/CertificatesPossession of a valid California driver's licenseAs a
