By living the Amtrak values, focusing on our capabilities, and actively embracing and fostering diverse ideas, backgrounds, and perspectives, together we will honor our past and make Amtrak a company of the future.Job SummaryThe Road Foreman manages engine and train service crews to ensure the safe and efficient operation of locomotives and trains in specific areas.Essential Functions Responsibilities include providing leadership, mentoring and guidance to engineers and conductors. Become qualified on all territory as a locomotive engineer. Oversee daily train operations to ensure compliance with all rules and regulations. Ensures bulletins, equipment, postings, etc. adhere to labor, federal and Amtrak regulations. Monitor employees for compliance with policies and operating practices. Initiate action for non-compliance in consistent and fair manner. Manage employees and train operations to optimize OTP and make recommendations to improve performance. Respond to service disruptions within area of responsibility. Implement safety plans. Provide written & oral reports. Interview, select & manage new-hire locomotive engineers and conductors. Manage and oversee locomotive engineer and conductor certification requirements. Administer engineer and conductor recertification courses and operating rules classes, Conduct efficiency tests, ensure compliance and maintain employee records. Ensure engine crews attend training classes, documenting and reporting training; communicate with carrier railroad managers regarding territory operations. Manage crew base budget for locomotive engineers and conductors.Minimum QualificationsBachelor's Degree in Transportation, Business or related field or equivalent work experience, training, and/or education may be considered in lieu of a degree.3 years of prior relevant experience requiredCertified class I train service engineer.Operating experience, with no violations described in CFR 49 part 240.117, as train service engineer and/or as road foreman.Qualified as a designated supervisor of locomotive engineers. Qualified on physical characteristics of territory. Demonstrated business and financial management experience.Demonstrated experience as a train service crew member or Train Director/Dispatcher.Demonstrated experience as Locomotive Engineer.Preferred Qualifications Demonstrated supervisory experience, leading and managing others with different levels of expertise Demonstrated experience with train operation, crew base, crew management, operations, train handling and service delivery Ability to develop and manage an operating budget. Qualified on physical characteristics of territory.Knowledge, Skills, and AbilitiesSuperior communication skills encompassing writing, speaking, and presentationProficient in Microsoft Word, Excel, and PowerPointProficient in CFR 236 Subpart I (PTC) regulations, CFR Part 240 regulations, Amtrak's Airbrake and Train Handling Instruction, Operating Rules, and Safety RulesSkilled in developing and delivering comprehensive training and testing programs with proven resultsDemonstrate appropriate leadership traits through practical work experience, such as independence, initiative, collaboration, and mentoringEnvironmental Conditions/Physical Demands
