World class resorts, family attractions, well planned neighborhoods, a diverse business sector and a charming village atmosphere combine to create the ideal California experience.The Public Works Branch is responsible for planning, providing and maintaining infrastructure that supports Carlsbad's excellent quality of life. The branch includes a variety of departments including Environmental Sustainability, Fleet & Facilities, Construction Management & Inspection, Transportation and Utilities. More than 195 full-time equivalent staff support the branch which also has an annual total budget of over $123 million, along with a total Capital Improvement Program (CIP) appropriation of over $110 million.Construction Inspector I - This is the entry level class in the inspection series. Positions in the class perform the more routine inspections as incumbents develop inspection techniques, procedures, and record keeping practices. Advancement to the Inspector II class is contingent upon acquiring and demonstrating the knowledge and abilities necessary to perform journey-level inspection effectively.Construction Inspector II - Under general supervision, to inspect routine through complex maintenance and construction projects to ensure quality control and compliance with approved plans, specifications, standards, or maintenance contract provisions. Positions in this class may be filled at the Construction Inspector II level by advancement from the lower grade of Construction Inspector I, or when filled from the outside, require prior construction inspection experience. The Construction Inspector II is distinguished from that of Construction Inspector I by the greater complexity of the work assignments and greater independence with the Construction Inspector II is expected to work. May act as resident inspector on major projects.The ideal candidate will have experience in construction inspection of transportation, ADA improvements, storm water, water and sewer facilities, and land development projects. The ideal candidate will also possess excellent skills and experience in Microsoft Excel and Word, Geographic Information System (GIS), and proprietary inspection management software; knowledge of Standard Specifications for Public Works Construction (Greenbook) and storm water best management practices. Experience with record keeping and thorough documentation of field activities and observations; skill with report writing including effective enforcement correspondence; and excellent customer service skills with a demonstrated ability to communicate effectively with a wide range of individuals are essential. All qualified candidates are required to pass a written exam before being considered for advancement in the recruitment process.In addition to the many benefits that the city offers, the incumbent will have the option of a 9/80 work schedule, potential for tuition reimbursement, and a variety of training and career advancement opportunities.Construction Inspector I: $33.20 - $40.39 per hourConstruction Inspector II: $37.70 - $45.97 per hourThe first review of applications will take place the week of December 15. Testing and interviews are scheduled as follows: Closing date: January 16, 2026 Written Test Date: Week of January 26, 2026, exact date TBD Panel Interview Date: Week of February 9, 2026, exact date TBDConducts inspections of private development grading, private development improvements, public improvements, right-of-way permits and public construction projects, inspecting materials and workmanship to ensure compliance with approved plans and specifications; inspect conditions prior to the start of construction, during construction, and upon completion. Provides administrative oversight and field inspection services for various disciplines of work including, but not limited to; potable water, recycled water, sewer, storm drain, roadway, street lights and signals, traffic & mobility; parks.Inspects and determines that facilities constructed within the City are in compliance and conformance with the approved plans, specifications, rules, regulations, and performance standards. Check rough and finish grading; installation of sewer mains and laterals; water transmission, water distribution and water services; and storm drainage lines, streets, curbs, gutters, street lighting, traffic signals, and other facilities. Conduct inspections of abandoned wells, septic tanks and other facilities. Perform administrative closeout of private development projects, including but not limited to: obtaining final soils, final BMP certifications reports, verifying completion of project punch lists, completing as-built process, and completing the securities release process.While performing the duties of this class, the employee is regularly required to use written and oral communication skills; read and interpret data, information and documents; analyze and solve problems; use math and mathematical reasoning; observe and interpret situations; learn and apply new information or skills; perform highly detailed work; work under deadlines with constant interruptions; perform multiple, concurrent tasks; interact with staff and other organizations; and interact with dissatisfied or quarrelsome individuals. Reads, evaluates and interprets blueprints to ensure compliance and conformance by the contractor. Documents progress and details of construction work with daily reports, digital photographs, field notes and all other project records. Enforce routine on-site safety. Schedules and facilitates preconstruction conferences and progress meetings with contractors, consulting engineers, developers, city staff, district staff and others. Communicate, negotiate and resolve issues effectively in the field as necessary. Respond to and resolve citizen complaints.Knowledge of:Construction Inspector I:Maintenance and construction principles, proper construction techniques, use of materials, building, streets, and landscape trades, traffic control and safe work practices.Basic fundamentals of civil engineering.Proper construction techniques and use of materials.Applicable state, federal, and local codes and regulations.Contract administration and project management process and practice.Procedures for estimating construction cost.Project management techniques and strategies.Water system operation, installation and applicable district procedures.Construction materials and equipment including their proper application and use.Laws, statutes, codes and ordinances governing water facility construction projects including ACI, NEC, AWWA, ASTM, federal, state, county and local regulations.Construction Inspector II:City procedures for conduct of inspections, reporting of deficiencies and notice of corrections to be made.Ability to:Learn city procedures for the conduct of inspection, report of deficiencies and notice of corrections to be made.Read and understand engineering plans and specifications.Prepare construction cost estimates.Read, interpret and apply contract language as needed for projects.Assist in the development, management and inspection of projects.Determine the status of contract work and verify adherence to contract obligations.Make sound field decisions and interpretations.Understand and carry out oral and written instructions.Enforce compliance with plans, specifications, ordinances and codes.Communicate clearly and concisely, both orally and in writing.Establish and maintain professional relationships with those contacted in the course of work.Properly inspect workmanship and materials.Use computer for spreadsheet, project management and word processing applications.Any combination equivalent to experience and education that could likely provide the required knowledge and abilities is qualifying. Dependent on the area of assignment, a typical way to obtain the required knowledge and abilities would be:Construction Inspector I:Two years of public works construction or maintenance work, or sub-professional engineering experience or maintenance and repair contracting and inspection experience, in the areas of construction. Education and equivalent to completion of the twelfth grade supplemented by specialized training in public works engineering and/or construction. Completion of two years of college level engineering and/or construction management courses may substitute for one year of experience in applicable area.Construction Inspector II:Two years of construction inspection experience similar to that of a Construction Inspector I at the City of Carlsbad. Education equivalent to completion of twelfth grade supplemented by specialized training in public works engineering and construction. Possession of a Water Distribution 2 (D2) Certification or ability to obtain within 2 years of start date. Possession of a Qualified SWPPP Practitioner Certification (QSP) or ability to obtain within 3 years of start date.Special Requirements:Construction Inspector I:Possession of a valid Class 'C' California Driver's License. Ability to obtain a Certified Erosion, Sediment and Stormwater Inspector (CESSWI), Certified Inspector of Sediment and Erosion Control (CISEC), or equivalent underlying stormwater professional certification within 3 years of start date.
