TYPICAL FUNCTIONS

The Deputy CFO reports to the Chief Financial Officer of DHS and directs the activities of financial personnel through lower level managers and supervisors by overseeing the progress and finalization of the work product, interviewing and selecting applicants or approving selections, providing disciplinary action, ensuring appropriate training is provided to staff, conducting performance evaluations and establishing work priorities. Plans and directs division activities by establishing financial goals, objectives, and short and long-range plans to ensure consistency with overall agency/institution mission. Oversees the development, revision, implementation, and monitoring of administrative policies and procedures, biennial and interim budgets, and reallocation needs of the department. Ensures accuracy of financial data through the review and creation of financial and statistical reports. Provides technical assistance, guidance, and information to internal and external contacts, legislators, vendors, and other customers by researching and interpreting federal and state laws and agency policies and procedures. Performs other duties as assigned.


KNOWLEDGES, ABILITIES, AND SKILLS

Knowledge of state and federal laws, rules, regulations, policies, and procedures related to accounting and fiscal management, budget development and maintenance. Knowledge of the state legislative and budgetary processes. Knowledge of Generally Accepted Accounting Principles (GAAP) related to cash flow, revenue and expense analysis, cost allocation, and budgeting. Knowledge of state and federal laws, rules, regulations, policies and procedures related to other administrative functions, including human resource management, procurement, and asset management. Knowledge of computer software to support agency functions. Ability to interpret and apply laws, rules, regulations, policies and procedures, and develop legislation or recommend revisions. Ability to analyze data, plan outcomes, and determine solutions. Ability to develop short and long-range goals and objectives to meet agency needs. Ability to plan and direct the work of others. Ability to work effectively with internal, external, executive and legislative contacts. Ability to communicate effectively in verbal or written format.


MINIMUM QUALIFICATIONS

The formal education equivalent of bachelor's degree in accounting, finance, or a related field; plus six years of progressively more responsible experience in accounting or financial operations, or a related field, including four years in a professional management capacity. CPA is a plus
