Program Coordinator IIThe City of Pasadena - City Attorney's/City Prosecutor's Office is seeking a dynamic and organized Program Coordinator II to lead the development and management of the newly established HOME (Helping Offenders with Meaningful Engagement) Diversion Program, designed to reduce justice system involvement among adults experiencing homelessness. The Program Coordinator II will support the Prosecution Division in implementing a comprehensive diversion model, ensuring compliance with grant requirements, coordinating service partners, engaging stakeholders, and supporting program evaluation and sustainability efforts. The Program Coordinator II will lead project management and administration of the state-funded HOME Diversion Program, prepare and present analysis and recommendations, act as a liaison and program resource to City staff, external agencies, and the public, and ensure City compliance with applicable laws, regulation, and grant terms.Ideal Candidate: The ideal candidate will be a highly motivated self-starter with strong project management skills and experience in municipal or justice-system programming with an understanding of homelessness, diversion, law enforcement protocols or grant-funded services. The successful candidate will be comfortable presenting to stakeholders and facilitating conversations with the public and be well versed in working both collaboratively and independently with professionalism and discretion. Experience managing budgets, contracts, invoicing and payment processing are highly desirable.Essential FunctionsProgram Administration & ComplianceCoordinates all program functions related to the California Board of State and Community Corrections Prop 47 Cohort 5 grant.Develops and implements procedures, instruction materials, and tracking systems to meet program goals.Maintains data tracking necessary to monitor program outcomes and recidivism.Ensures compliance with funder's fiscal administration requirements and maintain complete financial records and supporting documentation of program costs for use in reimbursement requests to funder.Prepares and submits required progress reports, invoices, and related documentation to grant funder.Service & Vendor CoordinationCoordinates across contracted vendors providing services such as social services, fiscal audits, performance evaluations, and program site operations.Provides technical assistance to contracted vendors to ensure compliance with funder's program administration and fiscal requirements.May negotiate or support contract management with subcontractors and monitor program expenditures.Oversees program logistics, project management, and resource planning.Stakeholder Engagement & Liaison FunctionsFacilitates funder-required Local Advisory Committee meetings consisting of internal and external stakeholders.Coordinates required community meetings to receive feedback and provide updates on HOME Diversion implementation.Collaborates with partner agencies such as: Pasadena Public Health Department, Pasadena Police Department, Pasadena Fire Department, LA County Public Defender's Office, Superior Court of Los Angeles County.Assists in the development of City and community partnerships and collaborative efforts; represents the City in interdepartmental, interagency and public forums.Develops program communications materials and information for the public as needed.Training, Reporting & PresentationsCoordinates and delivers training sessions for program stakeholders.Prepares staff reports, administrative summaries, and presentations for the public, city committees, and elected officials.Evaluates and analyzes program data for quality assurance purposes and prepare recommendations for program improvement.Grant Development & SustainabilityMonitors opportunities for additional external funding (state, federal, philanthropic).Assists with the preparation of grant proposals and budget projections to continue the program.Performs other duties as assigned to support successful implementation of the program.Qualification GuidelinesCompetencies: The following list represents the core competencies needed for success in this position.Attention to DetailPresentation SkillsProject ManagementGroup FacilitationAnalyzing & Interpreting DataLegal & Regulatory NavigationProfessional & Technical ExpertiseEducation & ExperienceBachelor's degree in business or public administration, liberal arts, public relations, social science, sociology, psychology or a closely related field.Three years of professional experience in administering and/or implementing programs in the area of legal services, homeless services, social work, public health, or justice-related programs.Preferred QualificationBachelor's degree in a related field and at least three to five years of experience in grant-funded program administration in a government, criminal justice, law enforcement, or similar setting.Recent experience with grant compliance, data tracking, program coordination, vendor or contract oversight, and stakeholder engagement.Selection Process: The selection process may consist of a training and experience evaluation, interview panel, and/or department-level interviews.
