HSE and Regulatory Analyst


DUTIES AND RESPSONSIBILITIES

Regulatory:

  • Define the Regulatory Map and identify the Permitting needs for the Project.
  • Lead government relations coordination and consultations. At a minimum, the Project expects to need coordination with Federal, State and Local Agencies.
  • Meet with Federal, State and Local Agencies as needed.
  • Define the Permitting Roadmap for the Project, including actions needed, notifications, studies, and material to be prepared.
  • Monitor the permitting processes needed for the Project.
  • Prepare presentations and participate in meetings with management for informing on permitting processes and progress.
  • Oversee the work performed by consultants on behalf of the Project, reviewing their deliverables and ensuring their work conforms to regulatory needs.
  • Coordinate the reporting to Federal, State and Local Agencies during the Project, as required by legislation.

HSE:

  • Support implementation Health, Safety and Environmental (HSE) Plan for the Project,
  • Monitoring all field operations to ensure all activities are carried out in a safe manner and in compliance with the company HSE Management Systems,
  • Ensure implementation of HSE procedures required for the project,
  • Monitor HSE compliance and conduct audits to drilling and service contractors as required. Ensure implementation of corrective actions,
  • Monitor contractor compliance with Company standards and requirements,
  • Support implementation of Company Emergency Response Plan,
  • Support coordination of emergency drills,
  • Support incident investigations as required,
  • Provide HSE Support to Project Team as required,
  • Conduct Risk Assessments (HAZID, BowTie) and keep Project Hazard Register updated,
  • Coordinate HSE training initiatives for Company staff and contractors,
  • Contribute to safety meetings, planning meetings and any other meetings where HSE is part of the agenda,
  • Keep and maintain updated HSE records and KPIs (safety, environment, training records)
  • Support Management of HSE contracts and keep track of HSE costs,
  • Prepare HSE reports (daily, weekly, monthly), presentations and communications as required,
  • Keep and maintain inventory of PPE in good condition and ready to use.


EDUCATION / QUALIFICATIONS

  • University Degree in Science or Engineering (Drilling, Industrial, Chemical, Safety or Environmental Engineering) with specialization in QHSE,
  • Proficient in HSEQ Management Systems ISO 14001, OSHA 18001, ISO 9001,
  • Possess certification in NEBOSH or equivalent,
  • BOSIET certificate.


EXPERIENCE & KNOWLEDGE

  • Must have good knowledge of location regulatory agencies (Federal, State and Local) that will oversee the project’s permitting processes.
  • 5 years relevant experience in ensuring permitting processes in Texas.
  • Min 8 years relevant experience as HSE Specialist or Coordinator in Offshore Drilling Projects.
  • Computer skills – Advanced user in Windows, Word, Excel, Power Point.
  • Must have good planning and organizational skills and be able to take the decisive action required to ensure compliance of the HSE Management system and to achieve the project HSE targets.
  • English: Good verbal and written communication skills

WORK SCHEDULE

40 hours a week. Monday to Friday, 8 am to 5 pm.
