Government Analyst IIThe Florida Department of Agriculture and Consumer Services is seeking a Government Analyst II. This position requires a bachelor's degree from an accredited college or university and four (4) years of professional experience with competitive procurements, contract development, or administration and oversight of construction projects. A master's degree can substitute for one year of the required experience. Successful applicant must pass a background screening, including fingerprinting, as a condition of employment.The duties of this position include implementing, administering, and interpreting centralized policies and procedures, rule and law, researching and compiling information necessary for developing standards related to facility and construction agreement development, monitoring and close out practices, performing vendor research for facility and construction projects, processing informal quotation facility and construction procurements under Level I ($35,000), ensuring facility and construction agreement documents available to the public or published on the department's transparency website which contain confidential information as defined in s.119 Florida Statutes is redacted as applicable, processing sealed quotation and competitive solicitations for facility and construction procurements over Level I ($35,000) as the department liaison, mediator, and consultant, generating internal and external correspondence, reports, technical and/or non-technical specifications for competitive solicitations in accordance with departmental policies and procedures, preparing advertisements for competitive solicitations in proper format as directed by rule and law, obtaining appropriate departmental approvals and publishing notices via email, on the MyFloridaMarketPlace Vendor Information Portal (VIP) and/or Florida Administrative Register (FAR), or newspaper as applicable, generating and/or disseminating all procurement documents, facilitating meetings and assisting as the purchasing liaison in department led negotiations, evaluations and vendor administrative reviews, tabulating bids, evaluating scores and administering vendor award notices on the VIP, creating new construction contracts, amendments, and other related legal documents, assisting the General Services facilities and construction staff assemble construction agreements by incorporating quotes and proposals into the appropriate department agreement template, assisting in managing deadlines, deliverables, and processing payments, providing quality assurance review of contract submittals and relaying findings to the assigned contract manager, reviewing facility and construction contracts to ensure they are accurate, complete and in compliance with policy, procedures, rule and law, developing and standardizing contract and procurement forms, templates and procedures, developing training materials for staff tasked with obtaining construction and facility agreements, attending facility and construction related meetings and participating in continuing oversight team meetings subject to s. 287.057 (26), Florida Statutes, maintaining department contract and procurement files to ensure each file is accurately assembled, properly documented, stored in a logical manner and meets all public record requirements and retention schedules, and performing related work as required.The knowledge, skills, and abilities required for this position include the ability to organize information into a logical format for presentation in reports, documents, and other written materials, the ability to utilize problem-solving techniques, the ability to work independently, the ability to understand and apply applicable rules, regulations, policies, and procedures relating to operational and management analysis activities, the ability to plan, organize and coordinate work assignments, the ability to communicate effectively, the ability to establish and maintain effective working relationships with others, implementation planning skills developing approaches for implementing an idea, and working knowledge of Chapters 255 and/or 287, Florida Statutes, Rules 60A-1, and/or 60D-5 Florida Administrative Code.The benefits of working for the State of Florida include annual and sick leave benefits, nine paid holidays and one personal holiday each year, state group insurance coverage options, including health, life, dental, vision and other supplemental insurance options, retirement plan options, including employer contributions, flexible spending accounts, tuition waivers, and more For a complete list of benefits, please visit www.mybenefits.myflorida.com.
